The friendly no-one wanted turned into the best of its kind since the new Wembley was opened in 2007 - and ended with gleeful Ghana racing to their fans in jubilation following Asamoah Gyan's last-minute leveller.

• Carroll: I can deliver goalsIt was a goal the visitors deserved for their attacking approach and their willingness to play properly, rather than stroke the ball around in half-hearted manner as so often typifies these games.
Their supporters deserved it too. Twenty-thousand strong and making enough noise to match, even marking Danny Welbeck's England debut with deafening boos given he has rejected the chance to play for them.
But it spoiled Andy Carroll's night.
Twenty-four hours after being told to curb his drinking by Fabio Capello, Carroll should have been toasting his first England goal.
A Geordie who plays for Liverpool and wears the England number nine shirt has a pretty formidable legacy to live up to.
And what a start he has made thanks to a pinpoint first-time finish to a well crafted move.
But Ghana were not to be denied, which just made the accepted truth that has grown around England's World Cup campaign even more of a myth.
Aside from the goal that never was in that fateful last-16 tie with Germany, the moment that shaped the Three Lions' time in South Africa actually occurred in a game they did not feature in.
Up until Landon Donovan's stoppage-time strike for the United States against Algeria, England were set for a meeting with Ghana and a direct route through to the semi-finals such was the perceived ease of the draw.
That view underestimated Ghana's abilities somewhat, as they eventually proved.
Despite keeping the same formation that served him so well against Wales, Capello discovered stand-in skipper Gareth Barry did not have as much success in keeping Ghana at arm's length as Scott Parker had done at the Millennium Stadium.
Gyan tested Joe Hart with a thunderous 40-yard drive, then got behind Phil Jagielka but failed to beat the England keeper from rather closer.
Hart nearly gifted the visitors a goal when he presented the ball to Gyan on the edge of the area with a misdirected clearance, only to save himself embarrassment by barring the Sunderland striker's route to goal until reinforcements arrived.
He deserved that bit of fortune, though, having already turned away Dominic Adiyiah's goal-bound header with a splendid one-handed reaction save that required agility as well as skill on the basis Hart had been moving in the wrong direction as Sulley Muntari's far-post free-kick arrived.
Yet England were far from outplayed.
Despite the pre-match moans about players not here, those who were largely excelled.
Ashley Young in particular has enjoyed an excellent year as an England player, even if he will not want to watch any replays of the moment he slid forward to reach James Milner's low cross but turned it onto the bar even though the goal was gaping.
Stewart Downing started that move, part of a man-of-the-match display, and the Aston Villa man should have scored himself in the opening minutes when he raced onto Milner's through ball, only to screw his shot badly wide.
Young's fiercely struck effort fizzed over the bar too in those breathless opening stages.
Indeed, as the first half drew to its conclusion, the only English offensive player who had not impressed was Carroll.
Much is expected of the young man with the £35million price tag even though it was only his second international appearance.
But he struggled to get himself in the right place at the right time, moving towards the far post when he should have been at the near and dropping back for a pass when the requirement was to go forward.
As it has always been with strikers, though, the currency by which they are judged is the number of times they find the net.
So, when Young clipped an excellent pass to the edge of the area and Downing's attempt to control succeeded in prodding it straight into his path, Carroll seized on the opening and found the bottom corner with deadly accuracy.
And, as Carroll did little after the break of note until he was replaced by Jermain Defoe just before the hour, that was it.
He left the field to a standing ovation, though - his job done, the aura around him beginning to grow.
The entertainment continued - Young's curling shot just wide at one end, Barry's brave block to a John Pantsil effort at the other, Jonathan Mensah sending a free header from the corner disappointingly wide, a fingertip save from Richard Kingson to deny James Milner, Gyan thrashing a shot into the side-netting.
England were within touching distance of victory when Gyan slalomed through their defence and equalised.
After missing the penalty that would have given Africa its first World Cup semi-finalists nine months ago, no-one can begrudge him that.


Babu Loliondo atoa wasia kwa wagonjwa

Vurugu zazuka Samunge
Polisi jana walilazimika kutumia nguvu za ziada kuwadhibiti watu waliokuwa wamefunga barabara ya kuelekea katika Kijiji cha Samunge na kusababisha msongamano mkubwa wa magari.Barabara kuu ya kuingia katika kijiji hicho ilikuwa katika msukosuko kiasi cha baadhi ya watu kutishiana kwa silaha.Habari zilizolifikia Mwananchi zilisema, ulitokana na baadhi ya magari kutaka kuingizwa kwenye foleni bila kufuata utaratibu.

"Hapa kuna watu wanajifanya wao ndiyo Serikali au wao ndiyo kila kitu, sote ni wagonjwa na tunataka kwenda kwa Babu kunywa dawa, sasa kama mtu anafikia hatua ya kututishia sisi kwa bastola Serikali iko wapi?" alihoji mmoja wa watu, Heriel Mushi mkazi wa Mwika, mkoani Kilimanjaro.

Kutokana na hali hiyo, Mkuu wa Polisi wa Wilaya ya Ngorogoro (OCD), Listone Mponjoli jana alilazimika kuongoza askari wenzake kuendesha doria katika barabara hiyo ili kudhibiti dalili za uhalifu ambazo zimekuwa zikiripotiwa, pamoja na kuyaelekeza magari kukaa upande mmoja wa barabara ili kuruhusu kutumika kwa upande mwingine.

Katika doria hiyo, OCD Mponjoli alijikuta katika wakati mgumu pale wananchi walipozuia hata gari lake kupenya kuelekea eneo la Kibaoni, wakidai kwamba hawana imani naye kwani polisi wamekuwa wakivusha watu kinyemela na kuwawahisha kunywa dawa.Kulikuwa na vizuizi vya miiba vilivyokuwa vimewekwa kudhibiti upitaji holela wa magari katika eneo lililopo umbali wa kilometa kama tatu kutoka nyumbani kwa Mchungaji Masapila.

Mvutano mkubwa ulizuka katika mpaka wa Vijiji vya Samunge na Yasimbito ambako wasafiri walitumia magari yao kuziba barabara na OCD Mponjoli alipofika katika eneo hilo alizuiwa, hali iliyozusha mabishano makali baina yake na raia.Mkuu huyo wa polisi wa wilaya alisema ukaidi wa watu wanaokwenda kunywa dawa ndiyo chanzo cha vifo vinavyotokea kwani hata gari la kubebea wagonjwa wanaozidiwa linalosimamiwa na Chama cha Msalaba Mwekundu, limekuwa likizuiwa kwa madai kwamba 'linachakachua foleni'.

"Hatuwezi kuacha hali hii iendelee, lazima tuimarishe usimamizi wa usalama wa watu. Tukiachia raia waamue kufanya kila kitu, haki haiwezi kutendeka. Lazima watu waache ubinafsi wajue kwamba polisi tupo kwa ajili ya kutoa msaada kadiri tutakavyoona inafaa," alisema Mponjoli.Mkuu wa Wilaya ya Ngorongoro, Elias Wawa Lali aliliambia Mwananchi kuwa watu wanaokwenda Samunge kunywa dawa, wamekuwa wakali kiasi cha kuzuia utekelezaji wa shughuli nyingine zisizohusiana na utoaji wa tiba ya Mchungaji Masapila.

"Hapa ni wilayani kuna shughuli nyingi, sasa watu wanaokwenda pale Samunge wamefunga ile barabara ya kuingia pale kijijini na tunashindwa kutekeleza majukumu mengine ya kijamii kwa sababu tu ya hii tiba,"alisema Lali na kuongeza:
"Tunawaomba wananchi wanaofika kijijini pale wawe na uelewa kwamba ile barabara ilikuwapo kabla ya kuanza kutolewa kwa tiba ya Baba Mchungaji, hivyo inafaa iendelee kutumika kwa shughuli nyingine hata kama siyo za tiba."

Serikali yamkuna Mchungaji
Mchungaji Masapila ameelezea kufurahishwa kwake na matokeo ya utafiti uliofanywa na Serikali uliothibitisha kwamba dawa anayotoa ambayo inatokana na mti wa mugariga haina madhara.Akizungumza na Mwananchi jana asubuhi alisema hata hivyo, kwamba hakushangazwa na matokeo hayo kwani tayari Mungu alikwishamthibitishia kwamba dawa hiyo haina madhara yoyote kwa binadamu.“Naishukuru Serikali maana naona wananiunga mkono, hii ni dawa kutoka kwa Mungu na wala sio mti pekee na nilijua wakipima hawatakuta madhara yoyote kwani Mungu alikwishanieleza kuwa watapima wataalamu wa ndani na nje ya nchi dawa hii na watakuta haina madhara,” alisema.

Alisema dawa ambayo anatoa imekuwa na mafanikio makubwa katika afya za watu, kwani wanampa taarifa za kupona magonjwa mbalimbali hata yale ambayo hakutegemea kwamba yataponywa na dawa hiyo.“Watu wenye vidonda vya tumbo wanapona, kina mama wanapata mimba, watu wanapona kifafa, pumu, kansa na magonjwa mengine, hivyo hili linathibitisha ubora wa tiba hii,” alisema.Mchungaji Masapila pia alisema kazi ambayo amekuwa akifanya kwa saa zaidi za 13 kila siku, haimsumbui akidai kwamba tayari alikwishamuuliza Mungu kwamba atawezaje kutoa tiba kwa watu wengi ilihali ni mzee na akaelezwa kuwa ataongezewa nguvu.

Ushuhuda waliopona
Baadhi ya watu ambao tayari wamepata tiba jana waliendelea kutoa ushuhuda. Mmoja wao ni Hassan Kaniki Mkazi wa Dar es Salaam ambaye alisema tangu amekunywa dawa hiyo Alhamisi iliyopita amepona ugonjwa wa kisukari.Kaniki alisema kwa zaidi ya miaka mitano amekuwa akitumia dawa za kisukari lakini tangu juzi, sukari imeshuka na kufikia 5.5 jambo ambalo halijawahi kutokea.

“Tangu juzi nakunywa soda, nakula wali nakula nyama na situmii dawa. Nimepona kabisa, sijui labda baadaye,” alisema Kaniki ambaye bado alikuwa Samunge akisubiri familia yake kupata tiba.

Mkazi mwingine wa Dar es Salaam, Merere Mwambene naye alidai kuwa amepona ugonjwa wa kisukari na kwamba tangu juzi jioni alipokunywa dawa hiyo alikunywa soda na jana asubuhi alikunywa chai yenye sukari bila kuathirika.
"Kabla sijanywa dawa nisingeweza kukaa muda wote huu bila kujidunga dawa na ilikuwa nikipitisha muda tu, macho yalikuwa mazito na kuanza kushindwa kuona kabisa, lakini hali ni tofauti tangu nilipokunywa dawa."
Mgonjwa mwingine ni Jonathan Magesa kutoka Mwanza ambaye amekuwa akisumbuliwa na pumu. Alisema tangu ametumia dawa hiyo anajisikia kupona na hatumii tena dawa.

Pemba walilia
Wakazi wa Pemba, wamemwomba Mchungaji Masapila kuwasogezea huduma ya tiba ya magonjwa sugu ili nao wanufaike nayo.Baadhi ya wakazi hao waliofika kwenye ofisi za gazeti hili zilizopo katika Jengo la Bandari, Tanga walisema wamekuwa wakifuatilia kwa karibu tiba hiyo kupitia vyombo vya habari na kugundua kuwa kimsingi ina ukweli.

Mmoja wa wakazi hao, Shaame Ussi alisema baada ya kusikia kuwa dawa hiyo inaponyesha na kuwaona hata viongozi wa Serikali wanainywa, ni vyema sasa huduma hiyo ikawasogelea watu ili wanufaike nayo.Ussi alisema ingekuwa vyema kama mchungaji huyo angeipeleka huduma hiyo mkoani Tanga ili kuwawezesha wakazi wa Pemba kuipata.

Ferguson: United loanees will return



Sir Alex Ferguson has confirmed that Manchester United's on loan youngsters will return to the club's first team squad next season.

Danny Welbeck, Tom Cleverley and Federico Macheda are plying their trade at Sunderland, Wigan and Sampdoria respectively, but Ferguson has no intention of letting any of them remain on loan.
Infact, Ferguson insists that all three have a prominent role to play in Manchester United's future.
"They will come back into the first-team squad and they will get plenty of games next season," he told United's official website. "They are part of the band of young players coming through at this club. They will all come back in.
"At that point, we will then review our squad because that's the important thing. But we will always put players out on loan.
"Cleverley has done very well, particularly in his spell at Watford and then at Wigan. He has improved in each case and he is going to be a top player.
"Welbeck has been fantastic too, it's just unfortunate that he picked up a bad injury. But they will all be ready for next year."
Ferguson also revealed that Senegalese striker Mame Biram Diouf will return from his stint with Blackburn.
"Mame Diouf has done well at Blackburn too and he'll come back in - they've all done well. It proves we were right in putting them there in the first place.
"For them, it's that experience of being exposed to regular football that really brings them on so that they are ready to play for us."


LOLIONDO LOOMING NATIONAL TRAGEDY

Loliondo in Arusha Region, where thousands of people are pouring in every day, attracted by belief that a retired Lutheran pastor can cure all manner of illnesses with a cupful of his herbal medicine is perhaps one of the toughest challenges for the government in recent times.Had it been that easy, the government would by now have clamped down on the unverified dispensing of herbs to critically ill people by an ageing cleric.

But the faith in the Rev Ambikile Mwasapile “miracle cures’ appears to have grown so strong that not only Tanzanians, but people from the neighbouring countries of Kenya, Uganda, and Democratic Republic of Congo are making the pilgrimage to the remote village.

The government has been rather cautious most probably because it would be foolhardy to try and block a people hoping there lies a remedy for their illnesses. However, the same government must also ensure that people are not taken for a ride.

Interestingly, the minister for Health and Social Welfare, Dr Haji Mponda, had to reverse his order suspending the Loliondo treatment until the samples of the herbal concoction could be scientifically tested.

His Cabinet colleague, Mr William Lukuvi,  local administrators and security chiefs from various regions are grappling with how to deal with the humanitarian crisis arising from the continuing influx into the little village.

The government must manage the large numbers of people headed for Loliondo, especially following reports that some seriously ill patients have been spirited out of their hospital beds. The little remote village lacks the amenities to cater for the numerous motor vehicles carrying hordes of people.

Officials on the ground are reporting that many vehicles are stuck in a convoy stretching over 20km from the pastor’s home and some patients have succumbed to their illnesses. Our reporter saw at least three dead bodies within two days, and there is talk that the daily death toll could be up to five.

Loliondo could easily degenerate into a tragedy of monumental proportions, as more people arrive. The government must intervene to restore order and ensure that basic supplies reach those stuck in the area, as torrential rains have worsened the situation. This is why we welcome the government’s decision to send a team to assess the situation and see what needs to be done to avert a catastrophe.

However, remedial measures must not wait for the officials to return and compile their report, which will then be discussed and recommendations made to the government. Urgent steps must be taken to prevent epidemics.

Without water, food, toilets and other amenities like shelter, patients and their relatives are at grave risk.
The situation calls for the intervention of an institution that has proven ability in dealing with such emergencies. We have in mind the military, which has the capacity to bring such situations under control.

Minister Lukuvi and the team of regional administrators should co-ordinate the operation, which should, of course, include the police, to immediately clear the traffic mayhem and public health personnel to help prevent epidemics. Also to be involved are humanitarian organisations and volunteers.

The old man’s rudimentary village “hospital” lacks the capacity to deal with the sheer numbers massing there. Unless a major operation is mounted now, Loliondo could become the shame of the nation. The safety of the citizens is paramount and must never be compromised.

As the date nears for crucial meetings of Chama Cha Mapinduzi’s top decision making organs, all eyes will be on the national chairman, President Jakaya Kikwete, as he prepares to name new secretariat officials.

Dar es Salaam. The ruling Chama Cha Mapinduzi is at a crossroads, with the national chairman, President Jakaya Kikwete, increasingly coming under pressure, as the jostling for key leadership positions intensifies ahead of the impending overhaul of the party’s top echelons.

The recent controversial statements by the party’s youth wing (UVCCM) and former Prime Minister Frederick Sumaye’s candid rebuttal on Friday, of accusations by the Secretary General, Mr Yusuf Makamba, and Cabinet minister William Lukuvi, could be viewed as the curtain raiser to a looming showdown.

Scheduled meetings in Dodoma in early April, of the party Central Committee (CC) and the National Executive Committee (NEC), both to be chaired by President Kikwete, are expected to come up with far-reaching changes that will sweep aside the old faces, as the party tries to find its new footing amid divisions that threaten its nearly 50-year grip on power.

Some party officials and independent political commentators generally agree that CCM has reached a critical stage that requires “soul searching” and a “complete rebirth” to regain its momentum and beat off the opposition, which is capitalizing on its setbacks.
President Kikwete is being called up to stamp his authority on the party he has led since he first came to power in 2005, as the succession battle shapes up during his second and final five-year term.

Pundits say Mr Kikwete’s pledge to rein in dissent and maintain internal party discipline is bound to face stiff opposition from groups jostling for vantage positions in readiness for the 2015 elections, in which he will not be a candidate.  
A cross section of leaders and commentators told The Citizen on Sunday in wide ranging interviews that it will take difficult decisions and sacrifices for CCM to overcome a credible challenge from the opposition, particularly, Chadema. The opposition party’s performance in last year’s General Election stunned the ruling party, eroding its power base in the Lake Zone.
Last week, CCM’s publicity and ideology secretary, Capt (Rtd) John Chiligati, told The Citizen on the sidelines of the MPs’ seminar on Budget and Revenue Collection in Dar es Salaam that his party would overcome any challenges.
 “Basically, the Dodoma meetings will assess the performance of our party in the last General Election, but there are a number of things to discuss, considering the current political challenges,” he said.
Asked about the growing clamour by the UVCCM, which recently called on certain officials at the party’s secretariat to quit their positions, Mr Chiligati said the party was “not bothered at all because they (the noises) were normal.”
“That’s the consequence of democracy and, in fact, despite having the freedom to talk…UVCCM can’t change a thing if it is not planned by the party,” the Manyoni East MP said.
Youth wing officials have called for “serious ideological and personnel reforms” in response to the new political challenges.
“I can’t predict who will come in or who will leave, but it is obvious, we want to see new faces,” Mr Martin Shigela, the UVCCM secretary general said last week.

An MP, who asked not to be named for fear of retribution, said: “I can’t mention names here but everyone knows who will be leaving…just wait and see.”
He said the opposition was exploiting the internal weaknesses in CCM and, especially the failure to solve ordinary people’s problems to gain popularity.
“We all need to agree that we are in trouble. In one region, a CCM official can’t even organise a rally. The local people are fed up with our party,” the MP said.
“The appointments made by the President, especially to the Cabinet can explain that. He put in people some of us we did not expect. Now, do you expect anything special from them?”
The head of the Department of Political Science and Public Administration at the University of Dar es Salaam, Dr Benson Bana, said it was evident that there were cracks within CCM.
Dr Bana said the party faithful would emerge as the big winners if changes were effected sooner than later, adding that it was time for all “all those who are singing a different tune to leave”.
The scholar added: “If you are within the party but you are against your leaders, for whatever reason, it is better you leave.”

He advised the party to bring into its leadership new blood who would match the “current wave of changes” in the political arena.
“Let these old men go and enjoy the rest of their lives. There are a lot of people who can bring some good to this party.”
The Dar es Salaam regional CCM secretary, Mr Kilumbe Ng’enda, said the party needed to up its game to stem the opposition tide.

“Next year’s party elections should be used to remove those who have led our party to where it is now.”
Though he would not name any names, Mr Ng’enda said: “Yes, new faces will come in, but let us not deceive ourselves that only youth can do well for the party and the nation. Leadership has nothing to do with age. We have some old men who have wonderful leadership qualities.”

Secretariat officials whose positions are said to be threatened following direct UVCCM criticism include Mr Makamba, Foreign Affairs minister Bernard Membe and Local Government minister George Mkuchika.
Those tipped to gain include Mr Chiligati, the current treasurer, Mr Amos Makala, and Cabinet minister Lukuvi.

 Kadhalika hali ya barabara ni mbaya kutokana na mvua zinazoendelea kunyesha, huku kukiwa na taarifa za kutokea kwa magonjwa ya mlipuko yanayohatarisha afya za wanaokwenda kupata tiba hiyo ya magojwa sugu.
 Hata hivyo, habari za uhakika ambazo Mwananchi imezipata mjini Arusha zinasema hakutakuwa na amri ya kuzuia tiba hiyo, badala yake hatua madhubuti zitachukuliwa ili kuwawezesha watu wanaokwenda Samunge kukaa muda mfupi na kuondoka tofauti na ilivyo sasa.

Chanzo chetu cha habari kililiambia Mwananchi mjini Arusha kwamba, msimamo wa Serikali wa kutozuiwa kwa tiba hiyo umefikiwa katika vikao kadhaa ambavyo viliongozwa na Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi, vikiwahusisha wakuu wa mikoa jirani na Arusha, wakuu wa wilaya kadhaa, maofisa usalama na polisi.

“Taarifa ya Serikali haiwezi kamwe kupiga marufuku tiba hiyo, ila kubwa ni kuhakikisha kwamba tabu wanazopata watu wanaokwenda huko (Loliondo) zinapungua au kumalizika kabisa,” kilisema chanzo hicho na kuongeza:
 “Ujue watu hivi sasa wameanza kukaa porini kwa muda mrefu wakisubiri kupata tiba na wanakosa huduma muhimu kama chakula na mambo mengine…Sasa serikali imekuwa na 'sympathy' (huruma) na watu hawa, hali haiwezi kuendelea hivi”.

 Habari zaidi zinasema miongoni mwa hatua za awali zitakazochukuliwa ni kuzuiwa kwa magari yote na hasa malori ambayo yamekuwa yakipeleka watu wanaokwenda kupata tiba Loliondo kama hatua ya kudhibiti ajali za barabarani ambazo tayari zimekatisha maisha ya watu kadhaa.

Kauli za Viongozi
Waziri Lukuvi ambaye amekuwa mjini Arusha kwa siku kadhaa kuratibu hali hiyo, aliliambia Mwananchi jana kuwa Serikali itatoa taarifa rasmi leo kuhusu suala hilo .
“Subirini kesho (leo) asubuhi Serikali itatoa taarifa rasmi kuhusu suala hilo. Hawa maofisa wako hapa wanajipinda kuiandaa na kesho saa moja asubuhi watatoa taarifa, tena ya maandishi,” alisema Lukuvi alipozungumza na Mwananchi kwa simu.

Alipoulizwa kuhusu kamati ya wakuu wa mikoa wanaodaiwa kwenda Loliondo juzi kujadiliana na Mchungaji Mwasapile, Lukuvi alikanusha kuwepo kwa kamati hiyo.
 “Kamati gani tena, si kweli kwamba kuna kamati iliyokwenda huko, nyie subirini tu taarifa mtapata na mtawajulisha wananchi,” alisisitiza Waziri huyo ambaye ni miongoni mwa viongozi waliokunywa dawa hiyo yapata wiki mbili zilizopita.

 Mkuu wa Mkoa wa Arusha, Isdori Shirima, naye alithibitisha kuwa taarifa ya Serikali kuhusu hatima ya tiba ya Loliondo itatolewa rasmi leo bila kutaja muda itapotolewa.
Kamanda wa Polisi wa Mkoa wa Arusha, Thobias Andengenye, alisema jeshi hilo haliwezi kutoa kauli yoyote kuhusu suala hilo .

 “Mimi nadhani msubiri yule aliyesema atatoa taarifa rasmi, awape taarifa hiyo… Subirini tu maana si muda mrefu mtapewa,” alisema Andengenye alipozungumza kwa simu na Mwananchi.
 Mkuu wa Wilaya ya Ngorongoro, Elias Wawa Lali, aliliambia gazeti hili kuwa hana taarifa yoyote kuhusu hali ilivyo sasa Loliondo kwani yupo mjini Arusha ambako alishirikiana na wenzake kuweka sawa taratibu za usimamizi wa wanaokwenda wilayani kwake.
“Mimi sipo huko, niko Arusha labda nitafute baada ya saa mbili hivi naweza kuwa na taarifa zozote kuhusu hali ilivyo hivi sasa.

Wagonjwa warejeshwa
Zaidi ya watu 100 waliokuwa wakisafiri kutoka maeneo ya Uchira na Kiboriloni, mkoani Kilimanjaro kwenda kijiji cha Samunge, Loliondo kunywa dawa ya Babu, wameishia mjini Arusha na kulazimika kurejea nyumbani bila kupata tiba.

 Wananchi hao wengi wakiwa ni wanawake wa makamo, watoto na wazee walilazimika kulala ndani ya lori walilokuwa wakisafiria, likiwa limeegeshwa nje ya Uwanja wa Sheikh Amri Abeid mjini Arusha, baada ya lori kuzuiwa kuendelea na safari na kisha kukamatwa na polisi.
 Gari hilo aina ya Fusso lilikamatwa juzi majira ya saa kumi jioni katika eneo la Tanapa, nje kidogo ya Mji wa Arusha ambao wanatekeleza agizo la kuzuia magari yasiyokidhi vigezo vya kusafirisha abiria kwenda Kijiji cha Somange.

 Msaidizi wa Mkuu wa Usalama Barabarani Mkoa wa Arusha, Mrakibu Msaidizi wa Polisi Sylivester Ndidi, alisema kuanzia sasa malori na magari yasiyokidhi vigezo vya kusafirisha abiria hayataruhusiwa kwenda Loliondo.
Miongoni mwa watu waliokuwa wakisafiri na lori hilo ni Mzee Peter Ndanu (82), mkazi wa Kirua Vunjo ambaye alikuwa na cheti cha hosipitali kinachothibitisha kwamba yeye ni mgonjwa.

Ndalu aliliambia Mwananchi jana kuwa alilazimika kuchukua cheti hicho kutokana na kuwapo taarifa kwamba polisi wanawazuia baadhi ya watu kwenda kupata tiba hiyo. “Nilikichukua cheti ili kuwathibitishia kwamba mimi ni mgonjwa, ili wasije wakanizuia kwenda kupata tiba..”,alisema Ndalu anayedai kwamba ametibiwa kwa miaka mingi katika hosipitali za hapa nchini jijini Dar es Salaam na mkoani Kilimanjaro bila mafanikio.

Baadhi ya abiria walisema baada ya gari lao kukamatwa lilirejeshwa eneo la  Sheikh Amri Abeid na kuegeshwa hapo na dereva wake, Paul Mkojera, alikamatwa na kuswekwa lupango katika Kituo Kikuu cha Polisi mjini Arusha.
Hali hiyo iliwafanya abiria wa lori hilo kulala ndani ya gari, huku wakisubiri hatma ya safari yao, lakini jana majira ya saa 4.10 asubuhi, ASP Ndindi alifika Sheikh Amri Abeid na kuwaambia kuwa lori hilo haliwezi kuendelea na safari na kwamba watatafutiwa usafiri mwingine wa kwenda Loliondo ama kurejea nyumbani kwao Moshi.

 Ndindi alipofika kuzungumza na abiria hao kuhusu mustakabali wa safari yao, baadhi ya kinamama walimsihi awaruhusu kuendelea na safari hiyo huku mmoja wao akilengwalengwa machozi akimwangukia miguuni.
 Abiria hao walisema usafiri huo walipewa kama msaada kutoka mmoja wa wakazi wa Moshi ambaye hawakumtaja jina na kwamba walitozwa fedha kidogo tu kwa ajili ya kugharamia mafuta.
 “Hapa hakuna mtu aliyetozwa zaidi ya Sh30,000/-, wengine tumetoa Sh15,000, Sh20,000 na nauli ya juu kabisa ni Sh30,000 kwa ajili ya kusaidia kununua mafuta,”alisema msafiri aliyejitambulisha kwa jina la Francis Mswaki, mkazi wa Kirua Chini.

 Mswaki alisema katika eneo ambako gari lao limeegeshwa hakuna usalama kwani baadhi yao tayari walikuwa wameibiwa mali zao. “Mimi tayari nimeibiwa simu, hii ni hasara ambayo sikuitarajia… ..lengo langu na wengine unaotuona hapa ni kwenda kupata tiba kwani tunaumwa, hakuna mtu anayekwenda huko wakati ni mzima,”alisisitiza Mswaki.

 Kauli ya Mswaki kuhusu usalama katika eneo la Sheikh Amri Abeid, inaunga mkono taarifa kwamba kumekuwa na vitendo vya utapeli, udanganyifu, wizi na uporaji wanavyofanywa abiria wanaosubiri kusafiri kwenda Samunge.
 Eneo lililopo nje ya uwanja huo ndilo linalotumiwa na magari yanayowasafirisha abiria wanaokwenda Loliondo na kuna idadi kubwa ya madalali ambao wanalaumiwa kwa kusababisha nauli za kwenda huko kupanda.

Safari za Loliondo sasa zaanzia Dar
Eunice Muhandia anaripoti kuwa kampuni ya usafirishaji abiria ya Chakito ambayo baadhi ya magari yake yanafanya safari za kutoka Dar es Salaam kwenda Arusha, imeanzisha safari ya kutoka Dar es Salaam hadi Loliondo kwa nauli ya Sh130,000.

Mmoja wa mawakala wa kampuni hiyo aliyejulikana kwa jina moja la Said alisema jijini Dar es Salaam jana kuwa kampuni hiyo imefikia hatua hiyo baada ya kubaini ongezeko la abiria wanaokwenda Loliondo kupata tiba kwa Mchungaji Mwasapile.

Wakala wa kampuni ya Happy Nation ambaye hakutaka kutajwa gazetini kwa kile alichoeleza kuwa sio msemaji wa kampuni hiyo, alieleza kuwa nauli za kwenda Arusha sasa zimeanza kushuka. Alisema tofauti na majuma matatu yaliyopita ambopo nauli zilikuwa Sh30,000, sasa nauli zimepungua na kufikia Sh17,000.

Waganga wa tiba asili  waiponda dawa ya Mchungaji
Naye Raymond Kaminyoge anaripoti kuwa, waganga wa tiba asili nchini, wameijia juu Serikali kwa kuruhusu tiba ya Mchungaji Ambilikile Mwasapile wa Kijiji cha Samunge, Loliondo huku ikijua kuwa ni kinyume cha sheria za nchi.
Walisema sheria ya tiba asili namba 23 ya mwaka 2002, inasema kuwa kila mganga wa tiba asili anatakiwa kusajiliwa na dawa zake kupimwa na Mkemia Mkuu wa Serikali kabla hazijaanza kutumiwa.

Katibu Mkuu wa Chama cha Watafiti wa Malaria Sugu, Mazingira na Ukimwi kwa Tiba Asili, (Chawamamu), Abdalaham Mkenga alisema hayo jana jijini Dar es Salaam alipozungumza na Mwananchi kwa simu.
Alisema sheria hiyo imeeleza wazi kwamba yoyote atakayekiuka atafikishwa mahakamani na akipatikana na kosa atafungwa jela miaka miwili au kulipa faini ya Sh 500,000 ama vyote viwili.

“Mbona Babu wa Loliondo hajachukuliwa hatua za kisheria wakati hajasajiliwa wala dawa yake haijapimwa na Mkemia Mkuu wa Serikali kama inafaa kwa matumizi ya binadamu,”alisema Mkenga.


CCM sasa vipande vipande

Katibu Mkuu wa CCM
KAULI ya Waziri Mkuu Mstaafu, Frederick Sumaye, aliyoitoa dhidi ya tuhuma alizotupiwa imezidi kuwasha moto ndani ya CCM baada ya Katibu Mkuu, Yusufu Makamba na Katibu Mkuu wa Umoja wa Vijana wa chama hicho (UVCCM) Martine Shigela kuendelea kumshutumu, huku baadhi ya wanachama wakimuunga mkono.

Baadhi ya wanachama wa CCM nao wameibuka na kuwashutumu Makamba pamoja na UVCCM kwa kuendeleza malumbano na misimamo ni sumu itakayosababisha mgawanyiko na mfarakano ndani ya chama hicho tawala.

Makamba aliiambia Mwananchi Jumapili kuwa msimamo wa chama ni kwamba Sumaye alikosea kuzungumza nje ya vikoa vya chama na kwamba haina nia ya kumziba mdomo.

Alisema kuwa kitendo cha Waziri Mkuu huyo mstaafu kumshutumu yeye na UVCCM kupitia vyombo vya habari ana lengo la kutaka kuwafunga mdomo wasimkosoe.

"Sisi hatuna mpango wa kumfunga mdomo bali yeye ndiye anataka kutufuanga mdomo," alisema Makamba.

Awali, Makamba na Shigela walisika jana kupitia Redio Uhuru wakitetea misimamo yao ya kumshutumu Sumaye kwa kuzungumza hoja ihusuyo chama nje ya vikao vya chama.

Shutuma zao zimekuja siku moja baada ya Sumaye kukutana na waandishi wa habari Jijini Dar es Salaam na kupinga vikali shutuma dhidi yake akisema hakuvunja kanuni yoyote ndani ya CCM kwa kusema nje ya vikao, kuwa yeye ni kiongozi mstaafu na anategemewa kutoa ushauri wakati wowote inapobidi.

Kauli ya Sumaye iliyozua malumbano hayo ni ile aliyoitoa kwenye mahojiano na waandishi wa habari akisema CCM iache kukaa kimya na badala yake kujibu tuhuma zinazotolewa na chama cha upinzani cha Chadema kupitia maandamano na mikutano ya hadhara sehemu mbalimbali nchini.

Sumaye ambaye alikuwa Waziri Mkuu kwa kipindi cha miaka 10 ya Serikali ya Awamu ya tatu, aliwashutumu Makamba na Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi kwa kumuita mtovu wa nidhamu kupitia vyombo vya habari akihoji iweje nao watumie njia hiyo hiyo wanayoikataa badala ya vikao vya chama.

Waziri huo mstaafu alielezea baadhi ya hoja zilizomkera zaidi za UVCCM ambazo alizielezea ni kejeli, matusi na hatari kwa Taifa.

Miongoni mwa hoja hizo ni zile ambazo zilitolewa kwenye maazimio ya Baraza Kuu la UVCCM Taifa kwamba viongozi wanaosema nje ya vikao watahakikisha wanawapigia kampeni za kuwazuia wasipate uongozi nchini.

Katika kumjibu Sumaye, Makamba jana alisema yeye kama mmoja wa wajumbe wa Baraza Kuu la UVCCM Taifa, anaunga mkono maazimio yaliyotolewa na UVCCM na kwamba kauli ya Sumaye nje ya vikao vya chama ni kosa.

Katika kuunga mkono maelezo ya Makamba, Shigela alisema iwapo Sumaye aliona kauli za Chadema ni kero na zinapaswa kujibiwa na chama angeweza kuwasiliana na chama hata kupitia tawi analotoka na siyo kusema hadharani.

Wakati viongozi hao wa juu wakionekana kulumbana baadhi ya wanachama wa chama hicho jana walipata fursa ya kutoa maoni yao na wengi kuelekeza makombora yao kwa Makamba na UVCCM kwamba wanakivuruga chama.
Kimaro
Aliyekuwa Mbunge wa Vunjo (CCM), Aloyce Kimaro amesema ni jambo la kusikitisha kuona CCM ikishindwa kutoa tamko lolote juu ya mvutano uliopo kati ya umoja wa vijana wa Chama hicho (UVCCM) na Waziri Mkuu Msfaafu, Frederick Sumaye.
Amesema ukimya huo wa CCM ukiendelea utawafanya wananchi waamini kuwa chama hicho kimepoteza dira kitu ambacho alisema ndio utakuwa mwisho wa chama hicho katika Uchaguzi Mkuu wa mwaka 2015.

Akizungumza na Mwananchi Jumapili, Kimaro alisema kinachoitafuna CCM hivi sasa ni makundi yenye fedha yaliyoibuka katika chama hicho.
“Hii sumu ya wenye fedha ndani ya CCM sasa imesambaa mpaka vijijini, CCM isipojivua gamba hili wakati mwaka 2012 ndio uchaguzi wa ndani wa chama kuna uwezekano mkubwa wakapatikana viongozi wa makundi makundi tu,”alisema Kimaro.
Alisema Mwenyekiti wa chama hicho, Rais Jakaya Kikwete pamoja na Kamati Kuu ya chama ilitizame kwa umakini suala la UVCCM na Sumaye kwa kuwa si vizuri vijana hao kulumbana na viongozi.
Mbunge Nzega
Mbunge wa Nzega (CCM), Dk Hamis Kigwangalla aliiambia Mwananchi Jumapili jana kuwa kimsingi Sumaye ana haki ya kusema ambayo anaona yanafaa kusema  na kwamba yeye hafurahishwi na malumbano yanayoendeshwa na umoja wa vijana wa CCM dhidi ya mawaziri wakuu wastaafu.

Alisema huo sio utaratibu wa chama wala haupo katika misingi ya UVCCM. Hata hivyo, alisema pamoja na maelezo yake Sumaye aliteleza aliposema kwamba kiongozi huwekwa madarakani na dola.

Mbunge huyo alisema ingawa anakubaliana na Sumaye kwamba kiongozi huwekwa madarakani na watu lakini, sio dola.

Mjumbe UVCCM
Mjumbe mmoja wa Baraza la UVCCM mwenye Kutoka Nyanda za Juu Kusini ambaye hakutana jina lake litajwe alisema kimsingi alichosema Sumaye hakukosea kwa sababu kama mwanachama ana haki ya kutoa maoni yake kwa njia yoyote kwa kuzingatia kanuni na njia aliyotumia siyo kosa.
Sumaye bado ni kiongozi hata kama amstaafu, ana haki ya kukosoa lolote na kwa kutumia uwanja wowote. Mbona Mwalimu Julius Nyerere akiwa mjumbe wa Kamati ya Kuu mara kadhaa alikuwa akikosoa hadharani na aliwahi kuandika kitabu juu ya viongozi wa Serikali. Kuna tofauti gani kati yao kichama?”

Alisema alisema haoni kosa kwa Sumaye. au Edward Lowassa na mtu mwingine ndani ya chama kukosa na kutoa ushauri wa chama hadharani, isipokuwa anawawasi juu ya kujadali masuala ya chama na nchi kwa misingi kanda.

“Hili la watu kujadili hoja kwa kutoa mifano ya kutoka Kaskazini sikubalini nalo kwa sababu ni hatari kwa taifa, kwani maeneo mengine yatafanya hivyo kwa hiyo itakuwa ni hatari kubwa si kwa chama tu bali kwa mstakabali wa taifa,” alisema mjumbe huyo.
Alisema anachokiona ni kwamba, watu wanasema nje ya vikoa kwa sababu hawapwei nafasi ndani ya chama, au wakisema hawasilizwi, wameshindwa kutumia nafasi yao kutoa duduko lao.

“Kilichopo kwa kuwa chama kinaelekea kwenye Halmashauri Kuuu, Mwenyekiti CCM, Rais Jakaya Kikwete abadili mfumo wa kuendesha vikao kwa kuwapa nafasi na uhuru wajumbe wote kutoa dukuduku lake kama ana nia ya kukimarisha chama,” alisema kada huyo wa UVCCM.


Kada wa CCM, David Msuya mkazi wa Kibaha mkoani Pwani alisema Makamba ameshindwa kukiongozi chama na ndio sababu ya kuibuka kwa migogoro na malumbano ndani ya chama hicho.

Kada huyo aliyefika katika ofisi za gazeti hili jana alisema kitendo cha Makamba na UVCCM kuendeleza malumbano  kwenye vyombo vya habari kukiuka taratibu za chama na wanajenga chuki na uhasama miongoni mwa wanachama.
Alisema kwa sasa CCM pamoja na jumuiya zake haukuwa wakati wa kuendeleza malumbano na badala yake ni wakati wa kufikiri wapi wamekiuka hata kusababisha kupoteza majimbo mengi kwenye uchaguzi mkuu uliopita.

Baadhi ya viongozi wenye uzoefu ndani ya chama kuanzia UVCCM waliliambia Mwananchi Jumapili kwamba tatizo kuu linaloiandama CCM kwa sasa ni mgawanyiko unaosukwa na baadhi ya viongozi wenye uelekeo wa kuwa rais 2015.

Kada mwingine naye alionyesha wasiwasi kwamba malumbano na uchochezi unaofanywa na UVCCM kama hautakomeshwa ni rahisi kutokea mpasuko na hata baadhi ya vigogo kujiondoa kwenye chama.

"Ile jana (juzi) wengi tulifikiri Sumaye angetangaza kuwa anajiondoa kwenye chama. Maana mengi yalizungumzwa. Nafikiri wengine walimpigia simu ndiyo maana kwenye maelezo yake alikuwa anasisistiza kwamba yeye ni mwanachama wa CCM na hana mpango wowote wa kukiacha," alisema.

Mmoja wa wabunge wa CCM ambaye naye aliomba jina lake lihifadhiwe alisema UVCCM wanapaswa kuonywa dhidi ya kutoa matamko hovyo hovyo kwa vyombo vya habari.
Alisema kitendo hicho kinaashiria kwamba wanatumiwa na watu jambo ambalo si tu ni hatari kwa chama bali na taiafa kwa sababu mkakati wao wa kuzingatia maslahi unaweza kumuingiza hata dikteta madarakani na wananchi wakaanza kuumia.

Hivi karibuni Baraza Kuu la UVCCM Taifa likitanguliwa na lile la Mkoa wa Pwani, walitoa kauli kali za kuwatisha viongozi wanaokikosoa chama hicho nje ya vikao, wakisema lengo lake ni kuharibu mustakabali wa CCM.
Msimao wa hivi karibuni ni ule uliotolewa Jumapili iliyopita ambapo Kaimu Mwenyekiti wa UVCCM, Benno Malisa alitoa maazimio ya kikao hicho akisema wamekusudia kuhakikisha kwamba   vigogo ambao wamekuwa wakizungumza nje ya utaratibu wa vikao wanatupwa nje ya ulingo wa siasa za chama hicho tawala.

Kauli hiyo aliitoa wakati ambapo katika siku za karibuni baadhi ya makada wa CCM wakiwamo, Waziri wa Ushirikiano wa Afrika Mashariki, Samuel Sitta, Naibu Waziri wa Ujenzi, Dk Harrison Mwakyembe,  Edward Lowassa na Sumaye wamekuwa wakinyooshewa vidole na baadhi ya wana CCM wakiwatuhumu kuzungumza mambo ya chama hicho nje ya vikao.

Mwenyekiti wa UVCCM Mkoa wa Pwani, Abdallah Ulega aliyasema kuwa wanaozungumza kukisoa chama nje ya vikao wana ajenda yao ya kutafuta urais mwaka 2015.

Hata hivyo, jana alipotakiwa na Mwananchi Jumapili kuzungumzia kauli ya Sumaye ya juzi alisema msimamo wake ni ule ule na kwamba hawezi kuubadilisha kuhusu kiongozi huyo na kwamba anaunga mkono tamko la UVCCM.

Benitez dreams of Liverpool return

Former Liverpool boss Rafael Benitez admits ''it would be a dream'' to manage the club again in the future, having been replaced by Roy Hodgson last summer.

Benitez, who lasted just six months before being sacked by new club Inter Milan, admits Kenny Dalglish is currently doing an impressive job in his role as caretaker boss until the end of the season, after the Reds parted company with Hodgson following a dreadful start to the season.
Despite Dalglish's success, Benitez concedes he would jump at the chance to resume his love affair with the Kop.
''I am really proud of being the manager of Liverpool Football Club and I would like to come back in the future,'' Benitez told Sky Sports News. ''You never know (when) because Kenny is doing a really good job. It's a question of time. You never know in the future.
''It would be a dream. I would be really pleased to come back in the future.''
Benitez revealed he would consider other offers in England but would never contemplate managing Liverpool's rivals Everton and Manchester United.
''Fans in Liverpool know the teams I would not go (to) but I think these clubs wouldn't offer me a job,'' he said. ''I'm a professional but obviously some clubs I would not go to, especially the big rivals of Liverpool. I won't say the names, but it's not difficult!''


Suarez postive on injury

The Uruguayan produced a starring display in Liverpool's 2-0 win over Sunderland last weekend, scoring a brilliant solo goal to seal victory. He was substituted after scoring his goal and left the field seemingly nursing a groin problem.
Suarez pulled out of Uruguay's friendlies with Estonia and Republic of Ireland, opting to remain on Merseyside for treatment.
"In Liverpool working hard to be ready for next match," Suarez wrote on Twitter. "I've been lucky, the injury isn't that bad and it should be fine.
"I also want to tell you I'm a bit sad for not playing the match with Uruguay."


Ancelotti open to AC Milan return

Ancelotti had a stellar career as a player and manager with AC Milan - guiding the Rossoneri to Champions League glory on two occasions. He joined Chelsea in 2009 and led them to Premier League and FA Cup success last term, but this season has been a tough one. The Blues are still in the hunt for honours but he has been linked with a return to Italy.
Chelsea did little to dampen talk about Ancelotti's future recently and Inter are believed to be tracking his progress.
"Would I go to Inter in place of Leonardo? No," Ancelotti told Il Giorno. "I've spent 13 years at Milan, for me it is impossible to ignore the past.
"Moratti [Inter president, Massimo] has been thinking about me? I thank him for the kind words but I'm an AC Milan man. In the event that Moratti calls me in the future, I'll politely decline the invitation."
The Italian is focused on his role with Chelsea, but it is obvious that AC Milan hold a place in his heart.
"I am not thinking about returning to AC Milan," he said. "I'm at Chelsea. But if one day [club chief Silvio] Berlusconi or someone from AC Milan calls, I would not think for a moment to say yes, because certain relationships and certain victories will never be forgotten."

US jet crashes in Libya; fighting rages in cities

BU MARIEM, Libya – An American fighter jet crashed in Libya's rebel held east, both crew ejecting safely as the aircraft spun from the sky during the third night of the U.S. and European air campaign. Moammar Gadhafi's forces shelled rebels regrouping in the dunes outside a key eastern city on Tuesday, and his snipers and tanks roamed the last major opposition-held city in the west.

The crash was the first major loss for the U.S. and European military air campaign, which over three nights appears to have hobbled Gadhafi's air defenses and artillery and rescued the rebels from impending defeat. But the opposition force, with more enthusiasm than discipline, has struggled to exploit the gains. The international alliance, too, has shown fractures as officials struggle to articulate an endgame.

China and Russia, which abstained from the U.N. Security Council vote authorizing the international intervention, called for a cease-fire Tuesday, after a night when international strikes hit Tripoli, destroying a military seaport in the capital.

The U.S. Air Force F-15E came down in field of winter wheat and thistles outside the town of Bu Mariem, about 24 miles (38 kilometers) east of the rebel capital of Benghazi.

By Tuesday afternoon, the plane's body was mostly burned to ash, with only the wings and tail fins intact. U.S. officials say both crewmembers were safe in American hands.

"I saw the plane spinning round and round as it came down," said Mahdi Amrani, who rushed to the crash site with other villagers. "It was in flames. They died away, then it burst in to flames again."

The U.S. Africa Command said both crewmembers were in American hands with minor injuries after what was believed to be a mechanical failure of the on Monday night. One was picked up by a rebel force and the other by a Marine Corps Osprey search and rescue aircraft.

Most of eastern Libya, where the plane crashed, is in rebel hands but the force has struggled to take advantage of the gains from the international air campaign.

Ajdabiya, city of 140,000 that is the gateway to the east, has been under siege for a week. Outside the city, a ragtag band of hundreds of fighters milled about on Tuesday, clutching mortars, grenades and assault rifles. Some wore khaki fatigues. One man sported a bright white studded belt.

Some men clambered up power lines in the rolling sand dunes of the desert, squinting as they tried to see Gadhafi's forces inside the city. The group periodically came under artillery attacks, some men scattering and others holding their ground.

"Gadhafi is killing civilians inside Ajdabiya," said Khaled Hamid, a rebel who said he been in Gadhafi's forces but defected to the rebels. "Today we will enter Ajdabiya, God willing."

Since the uprising began on Feb. 15, the opposition has been made up of disparate groups even as it took control of the entire east of the country. Regular army units that joined the rebellion have proven stronger and more organized, but only a few units have joined the battles while many have stayed behind as officers try to coordinate a force with often antiquated, limited equipment.

The rebels pushed into the west of the country in recent weeks, only to fall back to their eastern strongholds in the face of Gadhafi's superior firepower.

Misrata, Libya's third-largest city and the last major western redoubt for the rebels, was being bombarded by Gadhafi's forces on Tuesday, his tanks and snipers controlling the streets, according to a doctor there who said civilians were surviving on dwindling supplies of food and water, desperately in search of shelter.

Speaking on condition of anonymity for fear of reprisals if the city falls to Gadhafi's troops, he accused international forces of failing to protect civilians as promised under the United Nations resolution authorizing military action in Libya.

"Snipers are everywhere in Misrata, shooting anyone who walks by while the world is still watching," he said. "The situation is going from bad to worse. We can do nothing but wait. Sometimes we depend on one meal per day."

Mokhtar Ali, a Libyan dissident in exile elsewhere in the Mideast, said he was in touch with his father in Misrata and described increasingly dire conditions.

"Residents live on canned food and rainwater tanks," Ali said. He said Gadhafi's brigades storm residential areas knowing that they won't be bombed there. "People live in total darkness in terms of communications and electricity."

Monday night, Libyan state TV said a new round of strikes had begun in Tripoli, marking the third night of bombardment. Col. Abdel-Baset Ali, operations officer in the port, said the strikes caused millions of dollars in losses, but no human casualties

Warehouses containing military equipment were hit, apparently by missiles that punched through a corrugated roof and left a crater in one building. Four trucks loaded with rocket launchers were destroyed, as was other transportation and equipment.

But while the airstrikes can stop Gadhafi's troops from attacking rebel cities — in line with the U.N. mandate to protect civilians — the United States, at least, appeared deeply reluctant to go beyond that toward actively helping the rebel cause to oust the Libyan leader.

U.S. Defense Secretary Robert Gates and others said the U.S. military's role will lessen in coming days as other countries take on more missions and the need declines for large-scale offensive action like the barrage of Tomahawk cruise missiles fired mainly by U.S. ships and submarines off Libya's coast.

A senior defense official, speaking on condition of anonymity to discuss classified data, said Monday that the attacks thus far had reduced Libya's air defense capabilities by more than 50 percent. That has enabled the coalition to focus more on extending the no-fly zone, which is now mainly over the coastal waters off Libya and around the rebel stronghold of Benghazi in the east, across the country to the Tripoli area this week.

In his first public comments on the crisis, Army Gen. Carter Ham, the lead U.S. commander, said it was possible that Gadhafi might retain power.

"I don't think anyone would say that is ideal," the general said Monday, foreseeing a possible outcome that stands in contrast to President Barack Obama's declaration that Gadhafi must go.

The Libyan leader has ruled the North African nation for more than four decades and was a target of American air attacks in 1986.

Ameamua kuukomesha ugonjwa wa Ukimwi duniani kabisa," alisema mchungaji huyo na kuongeza:
“Kwa wale wanaoumwa Ukimwi wanapokunywa dawa hii wanapona kabisa. Tiba itaanza kujidhihirisha ndani ya siku saba. Lakini wadudu hata kama bado watakuwapo, hawatakuwa na nguvu na katika kipindi cha miezi mitatu, wadudu wote watakufa kabisa.

Kwa wale wenye kansa, dawa inamaliza kabisa tatizo hilo, dawa hii inaponya kichaa, kifafa na magonjwa mengine ambayo mgonjwa atataka apone."Idadi ya wagonjwa wanaomiminika kwa Mchungaji Mwasapile inazidi kuongezeka siku hadi siku. Hivi sasa wanakaa foleni kati ya siku tatu na tano kabla ya kupata tiba hiyo.

Wengi wanailalamikia Serikali kwa kushindwa kumsaidia mchungaji huyo kuboresha mazingira ya utendaji kazi wake. Mmoja wa wagonjwa waliokuwa wakisubiri tiba hiyo, Sara Ibrahim alisema: "Huduma ni nzuri lakini hakuna ulinzi wa maana. Hakuna 'ambulance' (gari la wagonjwa), watu wanafia kwenye magari kwa kukosa msaada wa karibu kuwafikisha kwa mchungaji. Tunaiomba Serikali isaidie huduma hiyo pia kwa kujenga vyoo, kusambaza maji na kutoa jenereta."

Licha ya malalamiko hayo, barabara ya kufika huko inazidi kuharibika na kusababisha mamia ya wagonjwa na jamaa zao kukwama porini. Zaidi ya abiria 600 waliokuwa wanatoka Arusha kwenda huko wamekwama umbali wa kilometa 306 kutokana na ubovu huo.

Mwishoni mwa wiki iliyopita, Mwananchi ilishuhudia magari 68 yenye uwezo wa kubeba zaidi ya abiria 10 kila moja, yakiwa ama yamepasuka magurudumu au yamepata pancha katika barabara hiyo iliyojaa mashimo baada ya mvua kubwa kunyesha Jumamosi iliyopita.

Mmoja wa madereva wa magari hayo ya kitalii, Aman Mshanga alieleza moja ya sababu za magari hayo kukwama njiani kuwa, ni pamoja na mengi kutofanyiwa matengenezo kabla ya kuanza safari. Alisema kutokana na umuhimu wa barabara hiyo katika siku za hivi karibuni, Serikali inapaswa kuifanyia matengenezo.

Alisema Barabara ya Arusha kwenda Loliondo, hasa katika Kijiji cha Samunge anakofanyia matibabu mchungaji huyo itaendelea kuwa mbaya kiasi cha kukosa mawasiliano kabisa katika siku za hivi karibuni kama hakutakuwa na jitihada za kuitengeneza.

Hata hivyo, wakati dereva huyo akisema kwamba sababu za magari hayo kukwama njiani ni kutokana na ukosefu wa matengenezo kabla ya safari, polisi mkoani Arusha imekuwa ikieleza kuwa chanzo cha ajali hizo ni mwendokasi wa madereva.

Mmoja wa wagonjwa, Anna Ibrahim alisema: "Kila gari linalofika Samunge linatozwa Sh2,000 lakini barabara bado ni mbovu na hatujui fedha hizo zinakwenda wapi? Serikali inatakiwa itumie kodi yetu kutuletea maendeleo,” alisema. Hadi kufikia juzi, idadi ya magari yanayopeleka wagonjwa kwa Mchungaji Mwasapile yanakadiriwa kufikia 40,000.

Akizungumzia ongezeko hilo la wagonjwa wanaokwenda kwake kupata tiba, Mchungaji Mwasapile alisema hiyo ni sehemu tu ya watu watakaotoka maeneo mbalimbali duniani kuifuata huduma hiyo kwake... "Watu wataendelea kufurika hapa kutoka kila pembe ya dunia na maajabu ya Mungu yataendelea kujionyesha."

300 cheat death as train derails

ABOUT 300 passengers cheated death on Monday afternoon when a passenger train bound for Tabora derailed, some 50 kilometres from Mpanda Township in Katavi Region.

Acting Rukwa Regional Police Commander (RPC), Mr Jacob Mwaluanda, confirmed the incident that occurred at Katumba in Mpanda District at around 4pm.

He told the ‘Daily News’ in a telephone interview from Sumbawanga town that no passenger was seriously injured, only some who sustained minor bruises.

“We thank God that the accident did not claim any life but of course there is damage to passengers’ property..., engineers are working round the clock to open the line,” added the RPC. Good Samaritans, including government officials volunteered to provide transport to ferry stranded passengers to Mpanda Township.

Eyewitnesses said a train engine and a first class compartment derailed and tumbled
off. “Wreckage of the engine and a compartment are lying on their side about 15 km from Katumba,” one eye witness said.

Mr Mwalunda said police and other authorities were investigating the accident to establish the cause of the accident. Meanwhile, the government is upgrading to tarmac level a two kilometre airport runway in Mpanda Township at an estimated cost of over 12.7bn/-.

The Project Manager of DP Shapriya Civil Engineering Company, Mr Malapati Gopal, told the ‘Daily News’ on Monday that the project is wholly funded by the government. The project took off in May, last year and is scheduled for completion this May.

According to Mr Gopal, tarmacking two kilometres would cost over 9.7 bn/-. Initially the runway had 1,500 running metres (1.5 km) and a width of 30 metres. “Over 3bn/- will be spent on fencing the area which covers 4 km,” he added.

The airport which is situated five km South West of Mpanda Township is expected to boost the social- economy of the Katavi, Kigoma and Rukwa regions. According to Mr Gopal, the airport would be able to handle aircraft as big as a 300 seat Boeing.

Other requisite infrastructures including passengers lounge, offices and sanitation facilities had been uplifted by United Nations High Commissioner for Refugees (UNHCR) and handed over to the government two years ago.

According to Mpanda Town Council Acting Director Mr Joseph Mchina, the UNHCR provided financial assistance as a token of appreciation to the district, for accommodating Burundian refugees in Katumba and Mishamo camps for over 30 years.

At the moment, no commercial flight serves Rukwa and Katavi regions and according to Tanzania Airport Authority (TAA), both airports in Mpanda Township (Katavi) and Sumbawanga town (Rukwa) can be used for commercial purposes (passengers and cargo) using small aircraft.

Kutokana na mvua hizo, serikali ya Wilaya ya Ngorongoro imewataka watu wanaohitaji huduma ya ‘Babu wa Loliondo’ kuvuta subira hadi mvua itakapokoma.
Ombi hilo la serikali limetolewa na Mkuu wa Wilaya ya Ngorongoro, Elias Wawa Lali, ambaye alisema mazingira ya hivi sasa katika Kijiji cha Samunge si ya kuridhisha kwa binadamu.
“Mvua ni nyingi mno, kijiji hiki kimekuwa kisiwa, mustakabali wa maisha ya binadamu yako shakani, ninawaomba wale wote wenye nia ya kwenda kwa ‘Babu’, kusitisha kwa muda mpaka mambo yatakapokuwa shwari,” alisema.
Aliongeza kuwa mvua hizo zimeleta tafrani kubwa kwa sababu wale waliopata tiba wanataka kutoka eneo husika huku wale wasiopata kikombe wakitaka tiba hiyo, licha ya mazingira ya kuingia eneo la tukio kuwa magumu.
“Hakika hali ni ya tafrani, kwani mito yote inatiririsha maji eneo la tiba, walio ndani hawawezi kutoka na walio nje hawaingii, panahitajika helikopta kuwanusuru,” alisema.
Katika hatua nyingine, Mchungaji mstaafu wa Kanisa la Kiinjili la Kilutheri Tanzania (KKKT), Ambilikile Mwasapile, ametishia kusitisha huduma yake hiyo kwa wagonjwa wanaotoroshwa kutoka hospitalini na kupelekwa kwake.
Alisema kuwa kumejengeka tabia kwa baadhi ya watu kuwatorosha wagonjwa katika hospitali wakiwa na dripu za maji, damu huku hali zao zikiwa mahututi.
Alibainisha kuwa tabia hiyo ndiyo inayochangia vifo kwa wagonjwa hao mara wafikishwapo kwake, hivyo kuanzia sasa ameamua kupiga marufuku utoroshaji huo.
“Kuanzia sasa sitawapatia matatibu wagonjwa wanaotoroshwa hospitalini huku hali zao zikiwa mbaya, nafanya hivi kwa sababu tabia hii imeanza kuota mizizi na ndiyo inayochangia vifo kuongezeka,” alisema.
Alibainisha kuwa utoroshaji wa wagonjwa hao ni kitendo cha kinyama na hatari kwani miundombinu ya kufika katika kijiji anachoishi si imara kama inavyofikiriwa.
Alisema watu wanapopeleka wagonjwa wao kwake ni lazima wazingatie miundo mbinu ya kufika kijijini hapo na zaidi barabara ambayo ni mbaya kupitika.

Super Moon to rise Saturday night

A "Super Moon" will rise in the east at sunset on Saturday evening. This unusually large full moon -- known as a super "perigee moon" -- will be the biggest in almost 20 years, according to NASA.

"The last full moon so big and close to Earth occurred in March of 1993," says Geoff Chester of the U.S. Naval Observatory in Washington D.C. "I'd say it's worth a look."

Why the "Super Moon" label? "A 'Super Moon' is a situation when the moon is slightly closer to Earth in its orbit than on average, and this effect is most noticeable when it occurs at the same time as a full moon," says James Garvin, chief scientist at NASA's Goddard Space Flight Center in Greenbelt, Md.

It's so close because the moon's orbit around the Earth is not a perfect circle, but an ellipse, according to Weather Channel meteorologist Tim Ballisty.

When the Moon's orbit takes it the farthest away from Earth, the moon is at its "apogee," Ballisty says. When it makes its closest approach, the moon is at its "perigee."

So not only it be a full moon Saturday, but it will also be at its perigee. This month's perigee will put the moon about 8% closer to Earth than usual, and about 2% closer to Earth than the average lunar perigee.

The best time to look at the full moon is when it's near the horizon. That is when illusion mixes with reality to produce a truly stunning view, NASA reports. Low-hanging moons look unnaturally large when they beam through trees, buildings and other foreground objects.

According to NASA and NOAA, although a perigee moon brings with it extra-high "perigean tides," it's nothing to worry about. In most places, lunar gravity at perigee pulls tide waters only about an inch or so higher than usual. Local geography can amplify the effect to about six inches.

Don't be concerned about other natural disasters, either: The Super Moon of March 1993, for instance, passed without incident. And an almost-Super Moon in December 2008 also proved harmless.

"The effects on Earth from a supermoon are minor," says NASA's Garvin, "and according to the most detailed studies by terrestrial seismologists and volcanologists, the combination of the moon being at its closest to Earth in its orbit, and being in its 'full moon' configuration (relative to the Earth and sun), should not affect the internal energy balance of the Earth, since there are lunar tides every day."

At its closest on Saturday night, the moon will pass by Earth at a distance of about 221,567 miles.
