200 best-paying teams in the world

To find out which athletic organizations shell out the most dough, we surveyed 272 teams in 14 major pro leagues, covering seven sports, spanning 10 countries, comprising 7,802 athletes making a combined $15.2 billion in salary. Our final numbers, below, were compiled by Nick Harris, editor of sportingintelligence.com. "Average Annual Salary" represents base player salaries from current or most recently completed seasons from each sport, and excludes endorsements, bonuses, appearance fees and any other source of extra compensation. All figures converted to U.S. dollars. All IPL annual figures pro rata from weekly pay.
The sports and leagues: Aussie rules football (AFL), baseball (MLB, NPB), basketball (NBA), cricket (IPL), football (CFL, NFL), soccer (Bundesliga, EPL, La Liga, MLS, Serie A, SPL).

Slaa ataja mafisadi wapya

   KATIBU Mkuu wa Chadema, Dk Willibrod Slaa na kada wa chama hicho, Mabere Marando, jana walitaja orodha mpya ya waliyodai kuwa ni mafisadi.Akihutubia mkutano wa hadhara uliofanyika katika Uwanja wa Chipukizi mjini Tabora, Dk Slaa aliwataja mafisadi hao kwa majina yao (yamehifadhiwa)kuwa ni pamoja na Waziri Mkuu mstaafu mmoja ambaye alimtuhumu kuhusika na wizi wa fedha za Akaunti ya Madeni ya Nje (EPA).

Mwingine ni Rais mmoja mstaafu na waziri mmoja aliyekuwa Serikali ya awamu ya tatu na sasa yuko katika Serikali ya awamu ya nne kwa tuhuma za kuhusika na kuuza nyumba za Serikali bila kufuata utaratibu.

Wengine ambao wametajwa na Dk Slaa ni Katibu Mkuu wa zamani wa CCM ambaye amewahi kushika nyadhifa nyingine serikalini kwa tuhuma za kuhusika na EPA.

Wengine ni wafanyakazi wawili wa kampuni moja inayomilikiwa na kada mkongwe wa CCM ambao wanatuhumiwa kuchota mabilioni ya fedha kupitia Kampuni ya Kagoda ambao walitajwa na Marando.

Akifafanua tuhuma hizo, Marando alisema aliwafuatilia watuhumiwa hao wa kampuni  ya kada huyo wa CCM na kugundua kuwa waliandika majina bandia katika hati za usajili wa Kagoda.

Marando alisema anaishangaa Serikali kutowachukulia hatua watu hao hadi sasa.

Alisema kama Serikali imeshindwa kufanya hivyo yeye ataisaidia kwa kuwa anao ushahidi wote.

"Tulipowataja mafisadi CCM walikanusha, sasa leo wanaibuka na kuwataja mafisadi hao na kuwataka wajiuzulu, huo ni uongo na sidhani kama watajiuzulu kwa kuwa wana urafiki mkubwa," alisema Marando.

Dk Slaa alitaja orodha hiyo katika mkutano huo ambao kabla ya jana ulipangwa kufanyika baada ya maandamano yao yaliyolenga kupinga Muswada wa Marejeo ya Katiba 2011, ambao tayari umeondolewa bungeni.

Dk Slaa alilituhumu Jeshi la Polisi kwa kushindwa kuwachukulia hatua yoyote watuhumiwa hao tangu walipotajwa na chama hicho mwaka 2007 na kuongeza kuwa ataendelea kuwataja kwa kuwa haogopi na yuko tayari kufa.

Alisema kauli inayotolewa na Rais Jakaya Kikwete kwamba nchi iko katika hali tete, inasababishwa na yeye mwenyewe kushindwa kuwachukulia hatua mafisadi.

Miaka minne iliyopita,Septemba 15, 2007 katika viwanja vya Mwembeyanga wilayani, Dk Slaa aliwataja vigogo 11 wanaodaiwa kuwa ni mafisadi.

Awali, msafara wa Dk Slaa ukiongozwa na pikipiki zaidi ya 30 na magari ya polisi uliwasili katika uwanja huo wa mikutano saa 9:47 alasiri, huku ukishangiliwa na mamia ya watu waliofika uwanjani hapo.

Dk Slaa aliongozana na aliyekuwa mgombea ubunge Jimbo la Segerea, Fred Mpendazoe, Profesa Abdallah Safari, Mabere Malando, Wilfred Rwakatale na Mkurugenzi wa Masuala ya Bunge na Halmashauri wa chama hicho, John Mrema.

Katika mkutano huo pamoja na Dk Slaa,wanachama na viongozi mbalimbali walipewa nafasi ya kuzungumza na kwamba Profesa Safari alizungumzia nyumba za serikali zilizouzwa pamoja na udini.

Kwa upande wake, Mpendazoe alizungumzia mwelekeo wa CCM na kifo chake kabla ya Dk Slaa kupigilia msumari wa mwisho kwa kutaja orodha mpya ya mafisadi.

“Wananchi hameni CCM, CCM kwa sasa ninaelekea kufa,”alisema Mpendazoe.

Mpendazoe ambaye awali alikuwa CCM kabla ya kutimkia CCJ na kisha kuhamia Chadema, aliichambua CCM na viongozi wake wapya akisema kuwa ni chama legelege kilichosabisha kuwa na Serikali legelege.

Alisema hata kauli Mwenyekiti wa CCM, Rais Kikwete kuwa chama hicho ‘kimejivua gamba’ ni ya kinafiki kwa kuwa chama hicho imeoza kuanzia kwenye mashina na matawi yake.

Mpendazoe alisema ulegevu wa CCM ulidhihirika katika sakata la kulipa ama kutoilipa Kampuni ya kufua umeme ya Dowans baada ya viongozi wa chama hicho na Serikali kugawanyika, wengine wakitaka Dowans ilipwe na wengine wakipinga.

Alisema kama kweli CCM kimedhamiria kujivua gamba, Katibu Mwenezi wake, Nnape Nauye, anatakiwa kuwataja kwa majina watuhumiwa wa ufisadi ambao CCM imewataka watoke ndani ya chama hicho na siyo maneno tu.

Awali, kundi la wasanii wa Chadema lilitoa burudani za nyimbo mbalimbali zilizogusia mauaji ya mkoani Arusha, uundwaji wa Katiba mpya itakaoushirikisha umma pamoja na ufisadi.

Hata hivyo, jana asubuhi baada ya maandamano ya chama hicho kuahirishwa kufuatia kuondolewa bungeni Muswada wa Marejeo ya ya Katiba 2011, kuliibuka taarifa kuwa mkutano huo usingefanyika hivyo kuwachanganya wananchi, kabla ya kutangaziwa upya kuwa mkutano huo utafanyika kama ilivyopangwa.

CCM na mafisadi

Naye Raymond Kaminyoge anaripoti kutoka Dar kuwa, Chama Cha Mapinduzi (CCM), kimesema kimegundua mbinu za mafisadi kutaka kumchafua Mwenyekiti wake Rais Kikwete na familia yake kupitia vyombo vya habari.

Vilevile, CCM imerejea kuwataka watuhumiwa wa ufisadi kuondoka kwenye Kamati Kuu ya chama hicho kwa amani, bila kukichafua chama.

Akizungumza kwenye mkutano wa hadhara uliofanyika katika viwanja vya Bakhresa Manzese jijini Dar es Salaam jana, Katibu wa Itikadi na Uenezi wa CCM, Nnauye alisema mafisadi wametangaza vita ya kumchafua Mwenyekiti wa chama hicho na familia yake kupitia vyombo vya habari.

Alisema wamegundua mpango huo na kwamba sasa wanatangaza kuamua kupambana nao hadi wang'oke ndani ya CCM.

"Mafisadi waenguliwe katika Kamati Kuu kwani wametangaza vita ya kumchafua Rais Kikwete na familia yake, sasa tutapambana nao mpaka tuwaondoe," alisema Nnauye.

Aliwataka mafisadi waondoke kwa amani ndani ya chama hicho, na kuwaonya kuwa wasianzishe vita ambavyo hawataviweza.

"Mafisadi wapo kwenye nyumba ya vioo wanaanzisha vita ya mawe wataweza? alihoji Nape."

How to Apply loans from heslb new system 2011/2012

1.0 INTRODUCTION

The Higher Education Students’ Loans Board has developed an Online Loan Application System (OLAS) with the objective of streamlining the loan application process. The web based application will be used starting with 2011/12 loan application cycle for both first time applicants and continuing students.
Interested and eligible applicants are advised to visit the HESLB website http://www.heslb.go.tz  and proceed to a link called “Online Loan  Application System” OR go straight to the Online Loan Application System at http://olas.heslb.go.tz where they will be able to make online application.
Applicants are strongly advised to familiarise themselves with the Online Application procedures before they attempt to apply. Brochures detailing each step to be followed on OLAS are also available online (www.heslb.go.tz), at HESLB Head and Zonal Offices, at all Higher Education Institutions, District post office Counters as well as District Education Offices. Prospective loan applicants are strongly advised to read and use them while making application.

2.0 SELF REGISTRATION

  1. Interested prospective applicants must first make self registration with the Online Loan Application System. To do so one must have a form four index number for both school and private candidates. The index number is a combination of school or centre number, candidate examination number and year of completing ordinary level secondary education (form four). For example the index number S0332/0012/2009 stands for S- School Candidate, 0332- School or center number, 0012= candidate examination number and 2009 = year of examination. 
  2. Candidates who resat for form four examination, are required to register using the oldest index number.
  3. Candidates who sat for National Examination Council of Tanzania (NECTA) examinations fall under two categories namely, School and Private candidates
  4. Candidates of other examination bodies such as Cambridge, Ugandan, Malawian, Zambian, Kenyan etc will include the examination number of respective body and year as appearing on the certificate. A different link will be provided for self registration for them.
  5. During self registration, prospective candidates will be required to provide their gender, surname, first name and middle name (if applicable).  Mobile phone number and e-mail address are optional requirements.
  6. Applicant categories
    • There are six possible Applicant categories from which applicants can select namely:
      • First Time Local Undergraduate
      • Continuing Local Undergraduate
      • First Time Postgraduate(Local+Overseas)
      • Continuing Postgraduate(Local+Overseas)
      • First Time Overseas Undergraduate
      • Continuing Overseas Undergraduate
  7. To complete the self registration process, applicants shall click on the Submit button. After successful registration, the system will display the username (based on the examination index number) and initial password to be used to access the application form. To assist the system to identify an applicant in case one forgets his password, applicants must select a secret question and provide a secret answer to the same.

3.0 LOGIN

The applicants must use the username and password given by the Online Application System to log in and continue with the loan application process.

4.0 CHANGING PASSWORD

Applicants are advised to change the initial passwords to another password they can easily remember. The new password must be at least 6 characters in length.
In case an applicant forgets the password, the system will ask for the secret question and answer previously selected, before providing a new password.

5.0 PRELIMINARY INFORMATION

  1. Applicants will be presented with a form that captures preliminary information.  Each applicant must fill the preliminary information before proceeding to the next stage of the online application. Subsequent forms will depend on the answers to preliminary questions provided.
  2. Applicants are REQUIRED to provide CORRECT information. Any person who, while filling a loan application form, knowingly makes a false statement whether orally, in writing or online relating to any matter affecting the request for a loan shall be guilty of an offence and shall be liable to a fine of not less than Tanzania shillings one million five hundred thousand (Tzs 1,500,000) or to imprisonment for a term of not more than six months or both (sections 23 (1) of the HESLB Act No 9 of 2004 as amended).
  3. Where it is discovered that the loan was granted due to false information furnished by the loanee, the Board shall cancel the loan and subject the loanee to prosecution.

6.0 HOW TO FILL THE LOAN APPLICATION FORM

  1. Once the preliminary information has been entered and submitted, the system will give access to the application form.
  2. The Loan application form consists of several subforms appearing on the left side menu after the applicant has logged in. The applicant is required to fill in all the subforms by providing information on each of the fields of the subform.
  3. The order of filling the subforms is not important. The applicant can choose to start with any subform.  The application process can be stopped at any given time and when the applicant logs in again, the process can be continued from where one left off.
  4. Some of the fields are mandatory. An applicant will not be able to proceed to the next step if no information is supplied in any mandatory field. Some fields are optional, applicants are free to supply the information if available or leave them blank.
  5. When a subform has been duly filled the applicant shall click on the Submit Button. The successfully submitted forms will move from the left hand side menu to the right hand side of the main application page..

7.0 ONLINE HELP MENU

On the right hand side of each subform, there is online help for items on the form. The applicant can click on the particular link one needs help with and a popup window with further explanation will be displayed.

8.0 LOAN APPLICATION FEES

For 2011/12 loan application cycle, applicants shall pay the required application fees through Tigo Pesa, M-Pesa and Zap. This mode of payment was selected for ease of keeping track of all loan application fee payments on the part of the Loans Board and ease access of payment on the part of applicants.
  1. First time applicants must pay a non refundable one off application fee of Tzs 30,000/=.
  2. All fourth year, fifth year and sixth year continuing loan beneficiaries students must continue to pay Tzs 10,000/= All second and third year continuing students who paid a one time loan application fee of Tzs 30,000/= for the academic year 2009/10 and 2010/2011  shall not be required to pay any fee.
  3. Mode of payment
    For 2011/12 loan application cycle, applicants shall pay the required application fees through Tigo Pesa, M-Pesa and Zap. This mode of payment was selected for ease of keeping track of all loan application fee payments on the part of the Loans Board and ease access of payment on the part of applicants.
  4. How to pay the application fee
    Each applicant shall use the username (generated by the Online Loan Application system based on the Form Four Index number) as a Reference number when making the electronic payment. The mobile money payment systems will generate a unique Transaction ID which will have to be input into the Online Loan Application System before the application package can be printed out.
    1. How to pay via TIGO-PESA
      • A registered customer dials *150*01# from the mobile set
      • Choose option 4 for “Payments
      • Choose Option 2 or “Pay HESLB
      • Enter your 15 character username given by the system based on your form four index number
      • Enter the amount in Tshs to pay (30,000 or 10,000)
      • Enter a 4 digit PIN to confirm
      • A confirmation Message will be displayed.
    2. How to pay via ZAP-PESA
      • On your mobile phone go to applications, then choose “Airtel” menu
      • Select option 2 or “Zap
      • Select option 1 or  “Money
      • Select option 2 or “To nick-name
      • Enter “HESLB” as the nick-name
      • Enter Amount in Tshs to pay (30,000 or 10,000)
      • Confirm the amount and nick-name
      • Enter your 4 digit PIN/Password
    3. 8.4.3 How to pay via M-PESA
      • A registered customer dials *150# from the mobile set
      • Select M-Pesa menu
      • Choose option 4 for “Payments” (“Lipa bili”)
      • Enter 6 digit HESLB account number
      • Enter the amount in Tshs to pay (30,000 or 10,000)
      • Enter your 15 character username given by the system based on your form four index number
      • Enter a 4 digit PIN to confirm
      • A confirmation Message will be displayed.

9.0 PRINTING THE LOAN APPLICATION FORM

  1. Upon completion of filling all the subforms and entering the unique Transaction ID generated by mobile payment systems, the applicant will be required to print the Loan application package for the purpose of verification with Local Government  authorities (for first time applicants).
  2. First time applicants will additionally be required to do the following:
    1. have their application forms certified by a public notary (advocate or magistrate)
    2. Have a guarantor fill in the details, attach a photo and certify with a public notary
    3. Attach relevant certified copies of documents as outlined in the following schedules

10.0 SUBMISSION OF PRINTED, ATTESTED  LOAN APPLICATION HARDCOPIES

  1. Applicants will be required to submit application packages printed from the Online Loan Application System together with copies of the documents listed under 9.2.3 above to the Board by EMS to the Executive Director, Higher Education Students’ Loans Board, TIRDO Complex, Kimweri Road, Msasani, P.O. Box 76068, DAR ES SALAAM.
  2. Applicants are advised to retain the receipt obtained from the post office for future follow up and reference. The receipt provides evidence that the form was actually submitted on a given date.

11.0 CONTINUING STUDENTS

All continuing students will only be required to indicate online whether they will continue to require loans from the Board or not and for which items.

12.0 DEADLINE FOR LOAN  APPLICATIONS

The 2011/12 Loan application cycle officially opens on 1st April 2011 and closes 30th June 2011 for ALL categories of applicants.

13.0 APPEALS AGAINST MEANS TEST RESULTS

Applicants who are not satisfied with the Awarded Means Test grades may appeal to the Board as stipulated in the HESLB Regulations of 2008 and as clarified below:-
  1. All appellants must complete the relevant Online Appeal Forms, make a printout of the same and attach thereto the necessary supporting documents.  The online Loan Application System is available at http://olas.heslb.go.tz
  2. Appeal Fees (Tzs. 5,000 per appeal)
    All appeals will attract a non-refundable fee of Tzs. 5,000 per appeal which should be paid using Tigo Pesa, M-Pesa or Zap and the Transaction Id generated should be input into the Online System prior to printing the completed appeal form, otherwise the appeal will not be considered.
  3. Appeals against Means Testing Grades
    Appeals must be routed through the respective Deans of Students who will collect all appeals from his/her respective institution and submit them under a covering letter to the Board.  The Board will not accept any appeal that will be submitted directly by students to the Board.  The deadline for submission of appeals is 90 (ninety) days after the commencement date of the academic year for the respective Higher Education Institution.

Turkey rules out Hiddink for Chelsea

Turkey officials have insisted Guus Hiddink is not available to take over at Chelsea should Carlo Ancelotti leave the club, revealing they rejected an approach from Ajax for the coach's services this month.

Hiddink had a brief spell in charge of Chelsea when he was also manager of Russia back in 2009.
That is not a situation the Turkish Football Federation would be keen to replicate, though, with Blues boss Ancelotti linked with a move away from the club at the end of a below-par season.
Turker Tozar, the senior national team communications manager, was quoted in the Daily Telegraph as saying: "Only last week we refused an approach for him from Ajax and the contract between him and our president [Mahmut Ozgener] does not allow him to work for a club while he is working for the Turkish national team.
"There is a specific clause and our president would look coldly at any attempt to change that. We understand that people like Roman Abramovich have him in mind but if he made an offer to us it would be refused.
"If you look at Guus Hiddink's career he has always fulfilled his contract and he has also told us that Turkey could be his last stop as a coach. We would like him to take us to the 2014 World Cup finals.''
Turkey currently sit third in Euro 2012 qualifying group A, behind Germany and Belgium.

It is an extremely interesting list as you can see their are may overpaid players playing in the Richest leagues in the World. A lot of veterans and a lot of underperforming players. Manchester United's John O'Shea stunned that Nani was not nominated for PFA Player of the Year award

John O’Shea admits he is stunned that Manchester United team-mate Nani has not been short-listed for the PFA player of the year award.

The Portuguese winger leads the assist table this season but didn't make the list of seven nominiees,which included team-mate Nemanja Vidic.

"I am pretty amazed by that," The Irish international told Sky Sports.

"Maybe because he was still eligible for the young player, people didn't vote for him for the senior player.

"He is a constant threat. Defenders don't know whether he is going to go on his left and his right and his combination with Patrice Evra was excellent."

Sir Alex Ferguson’s side are cruising and only need five wins out of six games to land their 19th Premier League title.

However, the O'Shea couldn't resist indulging in a cliche when asked how his side are aiming to wrestle the title back from Chelsea.

"It is a classic cliche but we literally are just chalking off one game at a time," he added.

"The good thing is we feel so confident, especially at home.

"We have only dropped two points at Old Trafford this season and that day, against West Brom,  was very disappointing.

"It would be very special if we could finish off the season keeping that record."

The Red Devils host Chelsea on Tuesday for the second leg of their Champions League quarter final with a lead having picked up an away goal at Stamford Bridge, and O'Shea is excited about potentially progressing to the semi-final.

"You have to get excited about games such as this," he said.

"That is what you train all year for. You want to get to the latter stages of competitions. It is
perfect."

Katika hatua nyingine, kujiuzulu kwa Sekretarieti na Kamati Kuu ya CCM kumeonekana kuwakuna baadhi ya wananchi na wafanyakazi wa chama hicho hasa wale wa Makao Makuu, Dodoma.Baadhi ya wafanyakazi hao na wananchi wakiwa kwenye makundi, walikuwa wakijadili hatua na kupongeza uamuzi huo na kwamba, hivi sasa chama hicho kimeamua.

Rooney ban upheld

Rooney was handed the suspension by the FA after swearing into a television camera following the penalty kick that completed his hat-trick against West Ham which completed a turnaround from a two-goal deficit.
The striker will miss Saturday's Premier League game against Fulham as well as the FA Cup semi-final against City next weekend.
Rooney said through his spokesman, Ian Monk: "I am gutted to miss two matches, one of which is an FA Cup semi-final at Wembley. I am not the first player to have sworn on TV and I won't be the last.
"Unlike others who have been caught swearing on camera, I apologised immediately. And yet I am the only person banned for swearing. That doesn't seem right."
United decided against contesting the charge itself, with Rooney having already publicly apologised for his behaviour, but they challenged the length of the suspension.
A statement issued by the FA read: "A Regulatory Commission has suspended Manchester United's Wayne Rooney for two matches. Rooney had admitted a charge for the use of offensive, insulting and / or abusive language, but claimed that the automatic penalty of two games was clearly excessive. "The Commission did not accept the claim and Rooney will begin the standard two match suspension with immediate effect. The charge relates to an incident during his side's fixture with West Ham United at the Boleyn Ground on Saturday 2 April 2011."
United responded on their official website: "Manchester United is clearly very disappointed with the Regulatory Commission's decision. The club put forward a very strong case to have the punishment reduced, which was unsuccessful.
"Wayne Rooney apologised immediately after the match and the club now wishes to move to on to what hopefully will be a very exciting conclusion to the season."
Manchester City boss Roberto Mancini said in his press conference on Thursday afternoon that he was disappointed Rooney would not take part in the FA Cup semi-final.
"I am disappointed because when we play a game like this it is important all the best players play," he said. "Should the FA punish players in this way? I do not know. I think the managers and players here have a lot of respect for the referee and the FA."

Mapambano yaliyotokea mjini Dodoma, kati ya wanafunzi wa vyuo vikuu na FFU yalisababisha wakazi wa maeneo ya Makole, Uhindini, Sabasaba na Mtaa wa Railway kukimbia ovyo huku baadhi yao wakifunga maduka na biashara zao kuhofia kujeruhiwa kwa risasi.Hofu hiyo ilitokana na idadi kubwa ya watu, wengi wakiwa ni wanafunzi wa Vyuo Vikuu vya mjini Dodoma, kulazimisha kuingia kushiriki mjadala huo katika Ukumbi wa Msekwa wenye uwezo wa kuhimili watu 300 ambao tayari ulikuwa umeshajaa.

Katika vurugu hizo, wanafunzi hao walivunja lensi ya kamera ya Mpigapicha wa gazeti hili kwa jiwe walilokuwa wanataka kumpiga nalo Mkuu wa Mkoa wa Dodoma, Dk James Msekela, wakati akizungumza nao.

Vurugu hizo ambazo zililazimisha polisi kupiga  risasi takribani 19 hewani, zilianzaa saa 5:00 asubuhi na kudumu kwa zaidi ya dakika 45. Hata hivyo, wakati risasi zikirindima wabunge na wadau mbalimbali walikuwa wakiendelea na mjadala huo katika ukumbi huo.

Dalili za kuwapo kwa vurugu hizo zilianza kujionyesha mapema kufuatia baadhi ya wanafunzi kuzuiliwa kuingia katika lango la ukumbi huo licha ya kufika mapema.Kuzuiliwa kwa wanafunzi hao kulisababisha baadhi ya wabunge hasa wa Chadema kulazimika kutoka nje ya ukumbi na kwenda kuwatuliza ili wasilete fujo.

“Nawashauri mtumie hekima na busara katika kuingia ndani ya ukumbi huu kwa kuwa ni haki yenu kikatiba, lakini tulieni tufanye utaratibu,”alisema Mbunge wa Kawe, Halima Mdee.Mbunge wa Rombo, Joseph Selasini, naye alitumia muda mwingi kuwasihi wanafunzi kuacha kutumia nguvu, badala yake watumie hekima.

Mbunge wa Arusha mjini, Godbless Lema, ambaye anabebeshwa zigo hilo la ghasia, naye alitoka ndani ya ukumbi huo wa Msekwa na kuwahutubia wananchi hao waliokuwa wamefunga barabara. Lema anayetajwa kuamsha umma huo kufika viunga hivyo vya Bunge, aliwaambia  wanafaunzi hao  kuwa ni  haki yao kuchangia maoni katika muswada huo kwani unagusa  mustakabali wa nchi na alipinga hatua ya muswada huo kujadiliwa na mikoa mitatu (Dodoma, Dar es Salaam na Zanzibar).

Dk Msekela alimlaumu Lema kwamba ndiye chazo cha wanafunzi kujitokeza kwa wingi.
“Matatizo haya yamesababishwa na Lema ambaye jana alikwenda katika vyuo vikuu kuwahamasisha wanafunzi wafike kujadili muswada huo,” alisema Dk Msekela.Hata hivyo, Lema aliyekuwa amesimama nyuma ya Dk Msekela, alijitokeza na kukiri kufanya hivyo na kusisitiza kwamba hataacha kufanya hivyo kwa kuwa ni haki yake.

“Mimi Lema ndiye niliyekwenda UDOM kuwahamasisha waje kwa kuwa hawa ni wasomi na muswada umeandikwa kwa lugha ya Kiingereza, hivyo wananchi wa kawaida hawawezi kuujadili tusipowaleta wasomi kama hawa," alisema Lema na kusisitiza:
"Sitaacha kwenda vyuoni kwani Jumamosi (kesho) nitakwenda kufungua tawi huko."
Awali wanafunzi walikuwa wakiimba nyimbo mbalimbali za hamasa zikiwamo nyimbo za Taifa pamoja na wimbo maalumu ambao hutumiwa na wanafunzi wa Vyuo vikuu unaosema, "Kama sio juhudi zako Nyerere, mafisadi wangetoka wapi."Wakiwa na mabango yenye ujumbe mbalimbali, wanafunzi hao walisema hawatoki katika eneo hilo na wako tayari kwa lolote.

Barabara ya Kati Dodoma ilifungwa na wanafunzi hao na kusababisha magari kutumia njia ya Dodoma Inn (Barabara ya kwanza) ambayo ina mzunguko mrefu.Wananchi katika maeneo ya Makole, Uhindini, Sabasaba na Mtaa wa Railway walitaharuki na kukimbia ovyo huku baadhi yao wakifunga maduka na biashara zao kuhofia mirindimo ya risasi.

Wakati Dodoma kukiwaka moto, mjadala huo ulifanyika pia katika Ukumbi wa Karimjee jijini Dar es Salaam, lakini haukuisha vizuri baada ya Mkuu wa Kitengo cha Propaganda cha CCM, Tambwe Hizza kuchafua hali ya hewa.
Hizza ambaye alikuwa ni msemaji wa 10 na wa mwisho akiwakilisha CCM , alishindwa kuendelea na mada yake baada ya washiriki wa kongamano hilo kupiga makofi ya bila mpangilio huku wakimzomea.

Akitoa hoja yake, Tambwe  alianza kwa kumpongeza Rais Jakaya Kikwete kwa kile alichokiita kuonyesha nia ya kupatikana kwa Katiba mpya na kwamba kupinga muswada huo ni matokeo ya mfumo wa vyama vingi ambao unaruhusu tofauti ya mawazo.

“Tangu nchi yetu iliporuhusu mfumo wa vyama vingi tulijua kutakuwa na mawazo tofauti,” alisema Hizza huku akirushiwa maneno  ya kebehi na washiriki wakisema "Jadili muswada"
Lakini Hizza aliendelea kusema, “Wote tunataka Katiba mpya.  Kwa mujibu wa Ibara ya 98 ya Katiba ya sasa, mabadiliko ya katiba yanaweza kuwa ni kubadilisha, kufuta au kuirekebisha ,kwa hiyo jina tu marejeo ya katiba katika muswada huu lisiwape tabu.”

Washiriki walimzomea Tambwe huku wengine wakipiga makofi, lakini yeye aliendelea kuzungumza bila kujali kelele zao. Wakati washiriki wakiendelea kumzomea Tambwe, Mwenyekiti wa mdahalo huo, Mbunge wa viti Maalumu, Pindi Chana (CCM), aliwataka washiriki wa kongamano hilo kunyamaza na kumsikiliza Tambwe.

Ushauri huo Chana haukuweza kuwatuliza badala yake walizidisha kelele huku wakimzomea wakisema, “Aondoke..., aondoke, aondoke, aondoke…”. Hali hiyo ilidumu kwa dakika tano, kisha Chana alitangaza kuahirisha kongamano hilo na Tambwe akarudi kuketi sehemu yake.

Uamuzi wa Tambwe kuketi ulizidi kuwasha moto kwani washiriki walianza kuzozana na nusura ngumi zipigwe, lakini askari polisi waliokuwapo katika ukumbi huo walifanikiwa kutuliza ghasia.

Hali hiyo ilionyesha wazi kuwapo kwa makundi makubwa mawili ya Chadema na CCM, ambayo yalipingana, huku baadhi ya vijana wa chama tawala wakiwashutumu vijana wenzao wa chama pinzani, wakidai kuwa chama hicho kimewapa fedha ili wakafanye fujo.

“Chadema wamewapa fedha mje kufanya fujo, tuna ushahidi hata kijana wetu mmoja naye amepewa,” alisema Mwenyekiti wa CCM wilaya ya Kinondoni, Emanuel Makene. Hata hivyo, kauli hiyo ilipingwa na mzee aliyejitambulisha kwa jina la Salim Nyambua Said, akisema CCM wamekosea kuleta watu wasio makini kwenye kongamano hilo,
“Chanzo cha vurugu hizi ni CCM kuleta wahuni.'' Kauli hiyo ilimsababisha kutaka kupigwa na vijana wa chama tawala kabla hajaokolewa na polisi.

Vijana wengi waliokuwapo nje ya ukumbi huo, walisisitiza kuwa hawahusiki na Chadema na kwamba wao hawakuridhishwa na maneno ya Tambwe. “Sisi hatuhusiki na Chadema, ila tumekerwa na Tambwe Hizza, badala ya kujadili muswada anaviponda vyama vya upinzani,” alisema kijana mmoja ambaye hakutaka kutaja jina lake.

Akizungumza na waandishi wa habari baada ya kuvunjika kwa kongamano hilo, Msajili wa Vyama vya Siasa, John Tendwa, alisema kuna vijana wameandaliwa kufanya vurugu. “Yanayotokea hapa inaonyesha kuna vijana wameandaliwa, au hawakuandaliwa kuja kufanya fujo, mimi nawashauri kuheshimu mawazo ya watu hata kama hawayataki,” alisisitiza Tendwa.

Jaji Warioba
Vurugu katika kongamano hilo zilianza kujionyesha pale aliposimama Waziri Mkuu mstaafu, Jaji Joseph Warioba, ambaye alianza kwa kumsifu Rais Kikwete kwa kuanzisha muswada huo akisema ni hatua nzuri.

“Muswada huu ni hatua ya ya kuelekea kwenye utaratibu wa kupata Katiba mpya…. Nafikiri hii ni hatua kubwa. Tunayo Sheria ya kuunda Tume ambayo Rais angeweza kuitumia, lakini kwa umuhimu wake ameunda tume ambayo atakuwa akipata ushauri, mimi sioni tatizo,” alisema Jaji Warioba na kuonekana kuwakasirisha washiriki wa kongamano hilo walioanza kuguna na kupiga makofi mfululizo na kumfanya ashindwe kuendelea kuzungumza.

Hali hiyo ilimfanya Pindi Chana, kuwatuliza washiriki ili Jaji Warioba aweze kuendelea kuzungumza.
Kwa kusoma upepo, Jaji Warioba akabadilisha mwelekeo na kuanza kuukosoa muswada huo hali iliyowafanya washiriki hao kutulia kimya na kumsikiliza.

Jaji Warioba alikikosoa kifungu cha 9 (2) kinachozuia mambo kadhaa kujadiliwa, aliyaita mambo hayo kuwa ni matakatifu. “Kifungu cha 9 (2) kimeweka mambo matakatifu ambayo hayapaswi kuguswa. Haya ndiyo Katiba yenyewe, tunachotaka watu watoe maoni yao,” alisema.

Kongamano hilo baada ya kufunguliwa na Waziri wa Nchi Katiba Ofisi ya Rais, Utawala Bora, Mathias Chikawe, lilikuwa na wasemaji kutoka vyama vya siasa na taasisi mbalimbali.

Viongozi wa vyama vya siasa walikuwa ni Katibu Mkuu wa Chadema, Dk Wilbrod Slaa, Mwenyekiti wa CUF, Profesa Ibrahim Lipumba, Mwenyekiti wa APT Maendeleo, Peter Kuga Mziray, Mwenyekiti wa NCCR- Mageuzi, James Mbatia na Katibu wake, Sam Ruhuza.

Pia walikuwapo wawakilishi wa taasisi zisizo za kiserikali kama Kituo cha Sheria na Haki za Binadamu kilichowakilishwa na Imelda Urio.Wengine ni Dk Modesta Opiyo kutoka Chuo Kikuu cha Mzumbe, Gideon Mandes kutoka vyama vya walemavu na Dk Francis Michael. Kwa ujumla, wachangiaji wote waliukosoa muswada huo na kutaka ufanyiwe marekebisho.

Jose happy to draw

Real Madrid are currently struggling with an injury crisis that has seen Cristiano Ronaldo, Gonzalo Higuain, Karim Benzema and Marcelo all out of action. Xabi Alonso was also suspended for the 1-0 home defeat to Sporting Gijon on Saturday.
Mourinho believes that, given the number of players currently sidelined, a goal-less draw would be a good platform for Madrid ahead of the second leg at White Hart Lane.
"I know our limitations, because the players are dead," he said. "Even if we'd drawn 0-0 it would have been a bad result in the league. Against Spurs, though, it would be a good result - or at least it would not be a drama, especially if we have injured players back for the decisive game in London."
He added: "We lacked all our creative players [against Sporting Gijon], except Mesut Ozil. If Cristiano plays against Spurs it is because he and I are taking a risk. The doctor says he will only be fit for the game Bilbao next week.
"Marcelo is out for two weeks and Karim Benzema will only come to Bilbao and London, not play the home game. We could ignore the medical department but if it went wrong you would kill me and that would be risk.
"Now we have to see if we play people to try to settle the tie in the first leg or if we are satisfied with a draw, but 0-0 at home is good and even 1-1 is not dramatic. It would be all open, so I'll talk to the injured players and decide whether we risk them."
Spurs boss Harry Redknapp - who has also been contending with a number of injury problems - says he is taking little encouragement from Madrid's shock defeat as he feels it simply shows Mourinho is making Europe his priority.
"I'm not at all fooled by the result," he told The Sun. "I've not watched the game on TV yet and to be honest I'm not sure it'll tell me all that much.
"Jose rested so many players that he's showed his hand at what his priority is this season - winning a third Champions League title with his third different club. What an achievement that would be, you have to admit.
"No Xabi Alonso, Pepe, Karim Benzema. Tuesday's team will bear no resemblance to the one that played on Saturday. We had Tim Sherwood and Les Ferdinand there watching for us and they've told me basically the same thing, so there was no point in me spending all day Sunday worried sick about the game or rubbing my hands together because Jose's lost his first home match since 2002."
Redknapp said he is looking forward to leading his team out at the Bernabeu but stressed that he will only be satisfied if Spurs perform to their capabilities.
"Matches like this one don't come round very often, so we should make the most of it," he said. "We are massive underdogs and rightly so.
"Everyone keeps telling me to enjoy it, enjoy it, but I won't be able to unless we play well. As a manager, that's all that really concerns you. Yes, it'll be great to walk out with Tottenham at the Bernabeu Stadium but, if we let ourselves down, there's no enjoyment in that is there?"

The Spaniard has been unemployed since losing his job at Italian champions Inter in December, and claims to have had offers from both club and international sides.
However, Benitez is keen to return to England after spending five years at Liverpool, where he won the Champions League and FA Cup before being sacked last summer.
Asked about his future on BBC Radio Five Live's Sportsweek programme, Benitez said: "The priority is the Premier League, because the style is better for me.
"You can't say we will build something and spend three, four or five years waiting for trophies. You have to find the right balance, a club that can win or try to win right now but at the same time prepare for the future.
"At this moment in time I don't have any offer. Before I did, but now I don't have any offers. I have had some offers abroad and some national teams, but I needed to stay with the family ... relax a little bit and be ready for the next challenge."


FA to decide on Rooney swear charge

Having inspired Manchester United's comeback from being 2-0 down at half-time against West Ham to win 4-2, it is no surprise to see Rooney plastered across the back pages of the morning's newspapers.
But it is the striker's conduct that is under scrutiny, not his attacking prowess, after he said an expletive into a television camera when celebrating his third goal, leading Sky Sports to issue an on-air apology.
Rooney apologised for his behaviour and said "emotions were running high", but the FA is examining the incident.
FA director Sir Trevor Brooking said a decision on whether to charge Rooney will be taken on Monday.
"Tomorrow [Monday] there will be a decision," Brooking told BBC Radio 5 Live's Sportsweek Programme. "It was a surprise, after scoring a hat-trick, to react that way. It is something we will have to look at."

Wenger claims he is the master of developing young players and that his vast experience is telling him Wilshere needs a break.
According to Wenger, Wilshere's involvement in both of England's fixtures in the international break "defied common sense".
Further adding to the club versus country tension is Wilshere's stated desire to be part of the England U-21s at the European Championships in the summer, with June also bringing another Euro 2012 qualifier for the seniors which he could be involved in.
Wilshere, 19, made his first senior England competitive start in the Euro 2012 qualifier against Wales last weekend, and was again named in Fabio Capello's XI for Tuesday night's friendly with Ghana at Wembley, where he played 70 minutes. If he continues to represent his country at all ago levels he could have played almost 60 games in his first full season before having a break.
"A lot happened last week that defied common sense, but I do not want to talk about that,'' Wenger said. "I do not want to go into these battles any more, and I did it with France. But I have enough experience, and experience helps you only to anticipate problems - you know this car will hit the wall at some stage and you see it a little bit earlier than somebody who has less experience. Nobody has brought more young players out than I have and I have a good experience of what kind of stages they go through.''
Wenger is also aware of the added pressure the home-grown starlet has to cope with.
"I think the best way to help Wilshere is to leave him alone to play football,'' said the Arsenal manager. "I don't deny that he is a very promising player. I wouldn't play him in the first team at 19 with the number of midfielders I have if I didn't believe that. But let him play and what he will be, he will be. We are all confident that he has a bright future, but it is the first season. Let him play.''
Capello has declared the likes of Wilshere and fellow Arsenal team-mate Theo Walcott are, along with Liverpool striker Andy Carroll, the future of the national team. Wenger feels long-term thinking is the only way to develop a successful strategy, particularly in terms of managing player workloads.
"You prepare for a European Championship a year before, not in May or in June before the competition,'' he said. "France was European and world champions. Then they went to Australia, they went to Chile and after went out of the 2002 World Cup in the first round without scoring a goal - with the best goalscorer in England, the best goalscorer in Italy and the best goalscorer in France in the team. I told them before.
"England do think about it, but they have to decide what to do and we will adapt. We will give the needed rest to Wilshere if he plays the tournament. At the end of the day, what is important is that England has a good player, Arsenal has a good player and the player has the needed rest to produce good performances.''
Arsenal host Blackburn in Saturday's late kick-off looking to keep the pressure up on leaders Manchester United, who head to relegation battlers West Ham at lunchtime. With the Premier League now their only hope of silverware, Wenger knows there can be no more room for error.
"We cannot afford any more draws, but the good thing is the other teams are in the same position,'' he said. "We have now recovered some players during the international break. We were touched mentally, because we played with desire, but did not have free spirit. For us to play well, it is important to have a free spirit, so to recover a bit mentally was important.''


Sir Alex Ferguson has rubbished the Premier League's new crackdown on referee criticism, claiming it is "not an issue" despite being in the middle of a five-match ban for just that.

Manchester United boss Ferguson criticised Premier League chief executive Richard Scudamore's role in the plan, saying he has not thought about it, while insisting there is no disrespect of referees from club managers.
Scudamore this week announced a new campaign, backed by the top-flight clubs, targeting "unacceptable'' criticism of and behaviour towards referees by players and managers.
Ferguson, who picked up a five-match touchline ban last month for his comments about referee Martin Atkinson, said: "Richard Scudamore doesn't have a lot to do. He is trying to elevate the Premier League. That is good. That is his job. But I feel he is jumping off a high diving board here without thinking about it.
"It is not an issue for me. I don't think managers disrespect referees. I got done for what I considered a fair comment. They gave me a five-match ban. That's fine. That doesn't mean I don't respect referees. It is a difficult job. We all know that. I wouldn't referee a game. We do need them.''
Scudamore, due to give evidence to the Parliamentary inquiry into football governance on Tuesday, announced the new measures following a meeting of chairmen on Thursday. Professional Footballers' Association chairman Clarke Carlisle gave qualified backing, warning there must be no grey areas in the new rules.
He told Press Association Sport: "As long as the guidelines are clear we will support them. They need to make sure there are no grey areas so that referees can apply them consistently and players know where they stand.''
Arsenal manager Arsene Wenger said football should follow the example set in rugby, where only the captain is allowed to approach the referee.
Wenger said: "The managers are always under pressure and sometimes we get a little bit too far, but many times it's just after the game in moments when it is very difficult for any manager to keep the right distance with what happened on the pitch. We can be inspired by what happens in rugby, for example, but sometimes the referees get too close to the players as well and they have to keep the right distance with the players.''
Tottenham boss Harry Redknapp has called for a "cooling-off period'' directly after the match in order to give managers time to collect their thoughts, rather than be immediately exposed to television interviews.
"You get a microphone shoved in front of you after 10 minutes of the game finishing and sometimes feelings are running high,'' he said. "You say things on the spur of the moment, and it's not easy. There should be a cooling-off period and maybe a chance to speak to the referee after the game about the decisions he has made before you go on the TV.''
He did stress, however, that the sight of players harassing officials repulses him.
Redknapp added: "Players want to question decisions but they should be kept away. You get nothing out of chasing referees. It's very rare that they change the decisions so chasing and harassing referees is not a lot of use to anybody and it shouldn't happen. It's not an easy job, so you have to give them all the respect in the world. They do an honest job and sometimes they make mistakes. Everyone makes mistakes.''
The Football Association chairman David Bernstein was present at the meeting of top-flight chairmen on Thursday and said this was support for his organisation's Respect campaign.
Bernstein said: "I'm delighted that the Premier League has pledged its renewed support to contribute to the Respect agenda. I made it clear, from the first day of my appointment, that Respect is one of my key priorities as FA chairman and, having been present at yesterday's Premier League shareholders' meeting, I was encouraged to witness strong support on this matter.
"We need more and better role models for young people throughout the game and it is clear that any examples of unacceptable behaviour towards referees can have an influence on the wider football world.''
